The meeting start was delayed starting at 7.52pm, due to the previous meeting overrunning.
OS/19/OOl Apologies for absence
Apologies for absence were received and approved from Cllr S Digby (holiday) and Cllr L
Johncock (holiday).
OS/19/002 Declarations of members’ interests in Items on the agenda
There were none.
OS/19/003
Delegated Actions
Members were asked to note that there had been no delegated action taken by the chairman
of the committee and clerk since the last committee meeting
OS/19/004 Committee Terms of Reference
Members were asked to consider the draft Terms of Reference, with a view to recommending
them to full Council for adoption.
It was RESOLVED that;
The committee Terms of Reference be recommended tofull council for adoption.
OS/19/005 Allotments
Members were asked to note that at the time of agenda writing the following vacancies existed
at the allotment sites:
Chapel Road – 6 full plots
Ashley Drive – 3 full plots
There was no one currently on the waiting list.
Members were asked to note that the Allotment Competition would be being judged by Cllr
Willis and Cllr Johncock on Wednesday, 17 July 2019.
1 Ashley Drive Allotments – Taps
Members were asked to consider one of the quotations received for the extra stand pipe taps
at the above allotment site.
It was RESOLVED that;
Quote B in the sum of £1,500.00 be approved
2 Chapel Road Allotments
2.1 Shed Break-in
Members were asked to note that the shed at the site was broken into – the window was
removed. Fortunately, nothing was taken.
2.2 BBQ Date
Members were asked to note that the annual Flackwell Heath Allotment BBQ will be held on
Saturday, 20 July 2019. All are welcome to attend this enjoyable event.
OS/19/006 Magpie Wood
Following the site visit in January and the subsequent recommendations for fencing along the boundaries from the last committee meeting in March, members were asked to consider one of the following quotations;
Replacement of post and wire fencing to Robinson Road/Rayners Avenue/bridleway boundary;
It was RESOLVED that;
Quote A in the sum of £3,600.00 be approvedfor the post and wirefencing.
Palisade behind the properties;
It was RESOLVED that;
Quote A in the sum of £3,200.00 be approvedfor the palisade fencing.
OS/19/007 Flackwell Heath Bowls Club
Members were asked to note that the Clerk and Warden met with members of the Bowls Club on 2 May 2019. Items covered at the meeting were overhanging trees, sign, footpath to the club gate, assistance with the purchase of a new rink mower and car parking.
Members were asked to note that the overhanging trees had been handled with the assistance of the Flackwell Heath Local Area Technician and a grant application form had been sent to the club in relation to the mower.
The site was put forward as part of the annual site visit this year and therefore the car parking
item, footpath and sign will be reviewed at that point.
OS/19/008 Tylers Green Common
8.1 Car Parking
Members were asked to note that following a recent football festival in the village the office had received complaints about the parking. The football club were given permission to park 35 cars on the front common and a permit was raised on the understanding that the parking was for overflow and that it would be marshalled at all times. The Clerk and Warden cordoned off an area for parking over the 2 day event – the cordon was removed.
Members were asked to consider whether permission should be given again to the football club
for future events.
It was RESOLVED that;
A cordoned area of thefront common would be made available, however this would only be forthcoming if a cash deposit, over and above the cost of the permit, was received in lieu of the event. The deposit would be non-refundable if there was found to be a breach of the permission.
OS/19/009 Playground Updates
Members were asked to receive updates from the working parties.
Tylers Green – Cllr Wood advised that she was currently waiting for a quotation for an in-
ground trampoline for Ashley Drive.
Flackwell Heath – there would be a meeting of the working party the results of which would
be brought to the next committee meeting.
It was noted that Cllr Darch advised that at Ashley Drive Recreation Ground the crawl tunnel covering was worn and possibly a trip hazard, also the surface at the entrance gate to the adventure play area was very badly worn and in need of attention.
OS/19/OlO Totteridge Common
1 Planning
Members were asked to note that the planning application for the bund and gate had been
submitted to Wycombe District Council.

2 Fencing
Members were asked to note that there has been continual fly tipping into King’s Wood from
the car park at the Dolphin Public House.
Members were asked to consider one of the quotations to erect a fence (approximately 46 linear metres in length) behind the car park making tipping rubbish into the wood at this point impossible.
It was RESOLVED that;
Quote B in the sum of £2,700.00 be approved.
3 Tree works
Members were asked to note that there are three large Beech trees requiring immediate attention on the Totteridge Common side of King’s Wood. They are over paths to the edge of the wood.
Members were asked to consider one of the following quotations for the works;

Quote C in the sum of £1,300.00 be approved.
OS/19/011 Orchard Green Hedge
Members were asked to note that the post and rail fencing previously agreed had been
completed at the above site.
OS/19/012 Railway Land
Members were asked to note that the phased works to the boundary trees behind Bay Tree
Close were underway.
OS/19/013 Hedley Green
Members were asked to note that the steps at the site are worn and dangerous, a sign has
been erected to advise users of the area to take care when using the steps.
Members were asked to consider one of the quotations to replace the steps;
It was RESOLVED that;
Quote A in the sum of £1,500.00 be approved.
It was noted that the quotation did not include a handrail – this to be added to the quotation and approved
via delegated action (Chairman/Vice-chairman of committee and Clerk)
OS/19/014 Committee Site Visit – 4 July 2019
Members were asked to note that currently there were two items for the site visit – Straight
Bit and Flackwell Heath Bowls Club.
Members were asked to suggest further sites for inclusion.
It was agreed that Orchard Green and Ashley Drive Recreation Ground be added to the site
visit.
It was noted that the site visit would take place on Thursday 4 July and would start at 10.30am – an agenda
with the running order will be circulated.
OS/19/015 Committee Finances
Members were asked to note the committee income and expenditure to Period 1(April).

OS/19/016 Questions from committee members and the public
No questions from the public.
Cllr M Wilkes asked if a further no parking sign could be installed prior to the Football
Festival at the Green Dragon Lane Recreation Ground.
The Clerk confirmed that this would be possible
Cllr Herschel advised that a bin has been removed from the bus stop near the
Community Centre in Flackwell Heath and also one bin from Jubilee Gardens.
The Clerk will contact Wycombe District Council to have them replaced.
Cllr Kin asked about the plaque (stone) from Ford’s Mill which was due to be erected in
Boundary Road Recreation Ground.
Cllr Gurney advised that the project had come to a standstill due to a requirement for the plaque ( stone) to be 30 metres from the river. There had also been talk of rejuvenating the interpretation board.
Cllr Barron asked who was responsible for cutting the green verges.
Bucks County Council are still the responsible authority.
Cllr Darch highlighted that the noticeboard opposite the Village Hall in Tylers Green was
looking worse for wear.
Mr Christie (Warden) advised that work to signs and noticeboards would be taking
place in July/August.
Cllr Forbes asked about progress on the Tracks Project, specifically Track 4.
The Clerk advised that there had been little response to her letter.
Cllr Jordan advised that the trees in the 3 metre strip around the edge of Magpie Wood
were now overhanging and causing issues for pedestrians.
Cllr Wood mentioned that the issue should be put on FixMyStreet for the owners, Bucks
County Council, to cut them back.
OS/19/017 Accounts for payment
Accounts for payment were circulated at the meeting for the approval of members.
It was RESOLVED that;
the accountsfor payment be approved and cheques numbered 9857 to 9866 be signed and that the BACS payment to Payflow and direct debits to Barclays, E-ON, Npower and Unicom be approved for payment.
The chairman thanked members for their attendance and closed the meeting at 8.56pm
