Bucks HP10 9EW Variation of condition 12 (Occupation of the site) attached to 15/06045/VCDN (Variation of Condition 04 (Caravan numbers) of 12/06273/FUL (Appeal Decision) to state no more than 6 caravans on site of which no more than 3 may be static caravans) to allow for removal of condition The council objects to this application to vary the conditions that restricts occupation of the site by other than the named family members and their resident dependents as part of the conditions when approval was obtained for the siting of no more than 6 caravans on the site, of which no more than 3 may be static caravans [an increase allowed on the previous permission – by appeal – to the Inspectorate limiting the number of caravans on site to 2 mobile homes and 2 touring caravans].
From our perspective the decision to allow on appeal the original application and provide a permanent site for the family, while unwelcome, was nevertheless sympathetic to their needs. Allowing them to eventually have 3 static caravans in which to reside provided them with a secure place in which to live – close to all the amenities enjoyed by the community of which they are now part – and a placement for three additional touring caravans enabling them to continue their traditional way of life should they wish.
Conditions of occupation were placed on the site for good reasons initially by the Inspector and subsequently the planning authority and no explanation has been put forward as to why the conditions should be removed other than the applicant’s desire to have them removed.
In the absence of cogent arguments for their removal the council strongly objects to their removal.
We already have concerns about the apparent breach of other conditions placed on the site which have yet to be determined by the planning authority. These breaches appear to include protections under 12/06273/FUL and if so are contrary to the claim made by the applicant that they are sufficient to ‘control the intensity and use of the site by preventing further uncontrolled intensification, and protect the amenity of nearby and adjoining properties’.
We are already concerned about the apparent intensification of activities on the site, including their need to park on the adjacent grass verges rather than on-site, destroying them and detracting from the green environment at the entrance to the village, incidentally also obscuring and, on occasion, restricting access to the public footpath – part of the Chiltern Way – adjacent to the site.
The recent general advertisement of a caravan to-let on the site [static or touring unknown], is contrary to the condition restricting who may occupy the on-site caravans, causes us some additional, immediate concern and suggests a possible reason for the application for a variation of conditions. The inevitable result would be an intensification of the site and would be quite contrary to the agreed use of the site for occupation by a gypsy or traveller family.

Bucks HP10 9QL Subdivision of one flat (Flat 24) into two flats CWPC strongly objects to this latest application because of the lack of on-site car parking. Previously, planners ignored CWPC’s and village organisation’s strongly worded objections to the original application. With this application, we have serious concerns that no allowances have been made to increase the parking places. There are no parking areas available around the area. This part of Loudwater is already gridlocked because of the lack of parking. Please consider this objection carefully before making your decision.
