COUNCIL AGENDA
Members of the council are summoned to attend the Council meeting to be held on Tuesday,
30 April 2024 at 7.30pm at the Council Chamber, Cock Lane, Tylers Green, Bucks HP10 8DS
Members of the public are permitted to make representations, ask and answer questions, in respect of any item of business included in the agenda. A fifteen-minute period is permitted in total.
- Apologies for Absence
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.
- Declarations of Interest and Code of Conduct
To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.
- i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
- ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.
Confidential items – exclusion of public and press
In view of the confidential nature of the business to be considered it is RECOMMENDED that Council resolve to exclude the public and press from the remainder of the meeting as permitted under the Public Bodies (Admissions to Meetings) Act 1960 and the Local Government Act 1972, s. schedule 12A
- Co-Option to the Council
Loudwater Membership
A casual vacancy for a Loudwater arose following the death of Cllr Robert Kin.
Written notification was provided to Buckinghamshire Council’s Electoral Services division under the provisions of the Local Government Act 1972 s 84. The by-election possibility period of 14 days following the date of notification expired without any names put forward to the Council for candidates for the vacant post. The Council confirmed that the Parish Council may now fill the post by way of co-option.
Nominations are invited at the meeting. However, two candidates have applied whose details have been sent under separate copy (PINK)
The successful candidate will be advised the day after the meeting and will be duly appointed once he/she signs the Declaration of Acceptance of Office to agree to abide by the Parish Council’s Code of Conduct. New members of the council will also be required to sign a Declaration of Interest statement.
Following voting the council session will re-open to the public and press.

Council is asked to NOTE the revised 5 Year Plan APPENDIX B (page 30).
- Community Board Projects
Council is asked to NOTE the report from Cllr Barron preciously noted at the Finance & General Purposes Committee. APPENDIX C (pages 31-32)
All members of the Council are encouraged to bring forward possible projects for submission to the Community Board.
- Annual Return and Governance Statement
Council is asked to CONSIDER the recommendation from the Finance & General Purposes Committee to APPROVE for signature the completed annual return and governance statement. Council is asked to NOTE the dates for the exercise of public rights being 3 June to 12 July 2024. APPENDIX D (pages 33-41)
- Safety Surfacing – Boundary Road Recreation Ground, Loudwater & Ashley Drive Recreation Ground, Tylers Green
Council is asked to CONSIDER the recommendation from the Open Spaces Committee to APPROVE the contractor with the following quotes for the above sites.
Boundary Road Recreation Ground £29,124.00

- Grants
14.1 Juniper Hill School, Flackwell Heath
Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Finance & General Purposes committee to award a £5,000 grant from the Community Infrastructure budget line as a contribution towards new play equipment for children with SEMH needs at the school. The Community Board and the Rotary Club have also been approached for assistance. The total project is estimated at £16,744.00.
- Straight Bit Car Park, Flackwell Heath
Council is asked to CONSIDER and, if so minded, APPROVE one of the quotations received from the re-sufacing and marking out of the car park at the above site.

- Investing
Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from Finance & General Purposes to invest circa £200k in CCLA.
The current interest rates being received from Barclays and the Co-operative Bank are 1.5% and 1.6% respectively. The monies held in the Co-operative Bank are covered by FSCS, however the Barclays Business Saver account is holding more that the £85,000 which would be covered by FSCS. Following the last council meeting the clerk contacted CCLA, who were currently offering around 5% interest on amounts over £25,000.
- Meeting Date Change
Council is asked to CONSIDER the change in date for the Works & Service Committee from Thursday 30 May to Thursday 6 June as agreed by the Chairman & Vice-chairman of committee.
- Questions by Members of the Council
A question has been received by Cllr Jordan, as follows;
A resident, who lives on Rayners Avenue, has highlighted her concerns about the parking near her driveway and the railway bridge. It makes leaving her driveway dangerous as the parking blocks the vision splay. Can the parish council assist?
- Public Participation
Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.

Accounts for payment are to be circulated at the meeting for consideration by councillors.
