Report of the meeting held on Thursday 30 January 2020 commencing at 7.30pm
in the Council Chamber, Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS

WS/19/040 Apologies for absence
Apologies for absence were received and approved from Cllr Dodds (holiday), Cllr Forbes (unwell) and Cllr Digby (unwell)
WS/19/041 Declarations of members’ interests in Items on the agenda
Declarations of personal interest on the agenda were declared as follows:

WS/19/042 Delegated Action
Members were asked to note that since the last committee meeting in November there had been no delegated actions taken by the chairman of the committee or clerk.
WS/19/043 Committee Projects
1 Office Refurbishment
Members were asked to note that updated drawings and a ballpark cost are awaited.
2 Bus Shelters
Members were asked to consider the potential bus shelter sites at Spring Lane, Flackwell Heath; Heath End Road, Flackwell Heath; Robinson Road, Loudwater; Kingsmead Road at Mallard Place, Loudwater and New Road, Potters Cross in Tylers Green. Local residents likely to be affected will be advised of the council’s plans and offered an opportunity to comment.
It was noted that the Tylers Green Residents Association were not in favour of additional street furniture and as a consequence Cllr Darch and Cllr Wood could not support the provision of a bus shelter at Potters Cross.
It was RESOLVED that;
quotes will be obtained for further consideration and approval at a future meeting.
3 Depot Roof
The original roof of the depot now needs replacing and members were asked to consider proposed works to the roof to include:
– replacing the outer roof sheet with PVC plastisol-coated steel sheets fixed to the existing steel framework which, having been examined, is in good condition and which will be cleaned and painted when the roof sheeting is replaced
– providing suitable insulation of recommended thickness and insulation value
– the roof lights to be replaced with heat saving double glazed units
Members were asked to note that two quotes in the region of £22,700.00 have been received and a third quote is awaited.
Members were asked to note that quotes were being obtained for the installation of energy-efficient LED lighting in the depot.
Once the new roof is in place it is intended that the depot be deep cleaned and the walls and window frames painted.
4 Street Litter Bins, Flackwell Heath
The cast iron litter bins in the centre of the village are provided and maintained by WDC. We have asked that they be repainted and the missing bins returned. Cllr Johncock is leading this initiative with the support of the deputy clerk.
It was noted that Cllr Herschel had provided Cllr Johncock with a list of where the bins were and it was hoped that the project would be completed before unitary. Mr Christie reported that the bins should ideally be fixed in the ground.
5 New Projects
Members were asked to consider improvements that could be included as new projects next year and to bring them to the attention of the Chairman for consideration at the next meeting in March.
Cllr Herschel noted that the Council may wish to improve the footpaths in the area and Cllr White spoke about tree planting at the bottom of Gomm Valley.
WS/19/044 LED Footway Lighting
1 Chiltern Green, Flackwell Heath extra lighting column
Members were asked to note that the works should be underway within the next couple of weeks to install an extra column and re-position an existing column in Chiltern Green.
WS/19/045 Local Area Forum
1 FH Parking Restrictions – Yellow lines along Swains Lane (Community Centre Side) up to junction (mini roundabout) with Heath End Road, together with a residents only parking scheme
Members were asked to consider two options:
1. CWPC’s contributing, if approved, £6,750 to this LAF project
2. Alternatively recommend to the residents concerned about parking in front of their driveways that they request BCC provide white ‘no parking’ lines in front of their driveway at a cost of £105.
It was RESOLVED that;
the council would not contribute to the cost of the proposed scheme as generally yellow lines usually mean that parking is displaced leading, as noted in the Scheme Assessment by BCC, to requests for yellow lines elsewhere;
it should be recommended to residents concerned with parking across drives or reducing sight lines of approaching traffic that they request BCC provide white ‘no parking’ lines in front of their driveways at an advised current cost of £105;
the council should not become involved in, nor fund, requests for street parking restrictions, leaving it to Bucks Council, the highway authority, to determine.
2 Improve safety of footpath in Station Road, Loudwater
Members were asked to consider applying for LAF funding for work to be undertaken to improve the safety of the footway in Station Road alongside the River Wye near the Bucks Free Press building. There have been long-standing concerns about the narrow width and its proximity to the road. The wall running beside the footway and stream is leaning excessively, rapidly deteriorating and will shortly need rebuilding. This is the opportunity to have the footpath widened.
It was RESOLVED that;
we confirm whether the Highway Authority is responsible for the safety of the wall and, if so, ask them to consider the need to rebuild the deteriorating wall and that they also consider and report on the practicability and likely costs of widening the footway.
WS/19/046 Community Payback Update
Members were asked to note the work undertaken by the Community Payback teams since the last committee meeting in November.
WS/19/047 Cemeteries
1 Path and driveway – Cock Lane Cemetery
Members were asked to note that meetings with contractors had taken place to discuss and obtain quotes for replacing the loose gravel surface of the top path with self-binding gravel and to replace the lower path with a plastic ground reinforcement material, as previously agreed by the committee.
2 Cock Lane Cemetery – Height Barrier & Gate
Members were asked to note that the height barrier and gate had been installed.
WS/19/048 Environmental Improvements
Members were asked to consider the draft policy with a view to recommending it for adoption at full council.
It was RESOLVED that;
the policy be taken with the suggested amendments to F&GP for further consideration.
It was noted that Cllr Barron would join the EP Working Party and give Cllr Herschel a copy of his comments on Environmental Policy. Cllr Wood requested that the education projects mentioned in the policy needed clarifying and that we already have implemented ways to reduce waste.
WS/19/049 Footpaths
Members were asked to note that a date is awaited for a meeting in March with BCC Rights of Way Team to discuss improving the standards of footpath maintenance within the parish. Members were asked to contact a member of the working party if they have any concerns with a particular path.
It was noted that we had been made aware by Cllr Miller and supported by Miles Green of the footpath from Church Road to Wheeler Avenue (CWY/14/1) needing attention. We brought this to the attention of the Rights of Way Team in October.
WS/19/050 Pedestrian Flail Replacement
Members were asked to consider and, if so minded, approve one of the quotations set out below for the replacement of the Pedestrian Flail (Scag SWZ with STM Super Flail Head).
It was RESOLVED that;
Quote A at £8,325 be approved.
WS/19/051 Committee Finances
Members were asked to note the committee’s income and expenditure to December.
WS/19/052 Questions from committee members and the public
There were no members of public present at this point of the meeting.
There were no further questions.
WS/19/053 Accounts for payment
Accounts for payment were circulated at the meeting for consideration by councillors.
It was RESOLVED that;
the accounts for payment be approved and cheques numbered 10068 to 10077 be signed and direct debits to Barclays, Certas Energy UK, EE, E-ON and Unicom be approved for payment.
The chairman thanked members for their attendance and closed the meeting at 8.30pm
