FC/18/035 Apologies for Absence
Apologies for absence were received and accepted from Cllr Johncock (meeting), Cllr Herschel (meeting) and Cllr Johnson (unwell)
FC/18/036 Declarations of Interest and Code of Conduct
Cllr Wilkes declared a personal interest in agenda item 14 – having an expenses cheque.
FC/18/037 Council Minutes
It was RESOLVED that;
the minutes of the Council meeting held on Thursday 30 August 2018 be a true and accurate record.
FC/18/038 Open Spaces Committee
OS/18/042 1 Derehams Trial Holes: Members were advised that the trial holes have been dug and that a report on the findings was awaited and would hopefully be reported at the next Open Spaces committee.
OS/18/036 Magpie Wood: Members were advised that a site visit would be arranged at the next Open Spaces committee meeting.
OS/18/040 3 Crosses on the Common: Members were advised that all the necessary paperwork had now been received and the permit had been granted for the event.
OS/18/041 1 Orchard Green Hedge: Members were advised that the working party had met and a report would be for consideration at the next Open Spaces committee meeting.
It was noted that the Royal British Legion had replaced the plaques around the memorial trees on Tylers
Green Common.
It was RESOLVED that;
The report of the committee meeting held on Thursday 13 September 2018 be approved.
FC/18/039 Works & Services Committee
WS/18/041 Revive the Wye: Members were advised that dates had been set for the clearance work of the Back Stream – 8/10 & 17 November. The average number of volunteers of the 3 days will be 20; made up from the Revive the Wye team, Loudwater Forum and St Peter’s Church.
WS/18/034 1 Bus Shelter – Kingsmead Road: Members were advised that a meeting had taken place with Mr P Goodwin from BCC Bus Stops and a quotation was awaited.
It was noted that further quotations would be obtained.
It was RESOLVED that;
The report of the committee meeting held on Thursday 27 September 2018 be approved.
FC/18/040 Finance & General Purposes Committee
FGP/18/029 Website: Members were advised that a date for the first meeting would be sent out shortly.
FGP/18/021 2 Deputy Clerk: Members were advised that an advertisement would be held over until Spring next year.
It was RESOLVED that;
The report of the committee meeting held on Thursday 11 October 2018 be approved.
FC/18/041 Planning Meetings
It was RESOLVED that;
the reports of the Planning Meetings held on Thursday 30 August 2018, Thursday 13 September 2018, Thursday 27 September 2018 and Thursday 11 October 2018 be approved.
It was noted that some comments seemed a little long.
FC/18/042 Tylers Green Management Plan
Council was asked to consider the recommendation from the Open Spaces Committee to approve the Management Plan.
It was noted that the Plan was not an action plan and the Warden should be asked to create a schedule with a timescale for each job – this would be discussed at a future Open Spaces committee meeting. It was noted that it was a rolling plan moving from compartment to compartment.
It was RESOLVED that;
The Management Plan be approved.
FC/18/043 Renewal of Oakwood Lease
Council was asked to consider the recommendation from the Finance and General Purposes Committee to approve the signing of the lease for a further 5 year term.
It was RESOLVED that;
the Lease renewal be signed for a further 5 year term.
FC/18/044 Informal Council Meeting
Council was asked to note that following the Informal Council meeting held on Tuesday 16 October 2018 the chairman of the council would be writing to Cllr David Shakespeare to complain about the general poor condition of areas that should be covered by Transport for Bucks.
FC/18/045 Outstanding Invoice
Council was asked to consider payment to a contractor.
It was RESOLVED that;
A payment of £300.00 was to be offered as full and final settlement which represented half the original quote as only half the job was undertaken with a small amount to cover interest.
FC/18/046 Questions by Members of the Council
• Cllr Miller advised that the Penn School site had been offered to a special school for an interim period of 18 months. Refurbishment of the buildings/toilets etc would be required.
The Department of Education invited applications from special schools the deadline being 16 October, however BCC failed to meet the deadline.
• Cllr Jordan highlighted the dangerous state of the pavements along Rayners Avenue.
• Cllr Darch asked if the Middle School had been advised of the installation of the height barriers – an email had been sent out on Thursday 18 October once confirmation of delivery of the height barriers had been received.
FC/18/047 Public Participation
There were no members of the public present.
FC/18/048 Accounts for Payment
Accounts for payment were circulated at the meeting for the approval of members.
It was RESOLVED that;
the accounts for payment be approved and cheques numbered 9648 to 9667 be signed and that the BACS payment to Payflow and direct debits to Unicom and BT be approved for payment.
The chairman thanked members for their attendance and closed the meeting at 8.07pm
