Delegated Actions
Members are asked to NOTE that since the last committee meeting in November the following delegated actions have been taken by the chairman of the committee and clerk;

AGENDA ITEM 4
Allotments
Following a request made at the last committee meeting members are asked to NOTE the income received within this financial year for each allotment site to date is as follows;
Chapel Road £2,589.62
Ashley Drive £1,727.08
Members are asked to NOTE that at the time of agenda writing the following vacancies exist at the allotment sites:
Chapel Road – 9 full plots
Ashley Drive – 5 full plots and 1 half plots
There is no one currently on the waiting list.
4.1 Chapel Road Allotments
Members are asked to NOTE the following points raised from the recent Flackwell Heath Allotment Association AGM, most of which are in hand;
1. The members would like a notice board put up – noticeboard quotes at item 4.3
2. Please could Graeme clear the weeds around the stopcocks for the taps – Graeme has noted this comment and will be undertaken when next at the site.
3. The rubbish needs to be removed from plots 69 and 45– rubbish has been removed from one of the plots already
4. Puddles are forming on the allotment track – this will be dealt with nearer the end of the financial year if monies are available, already discussed with the Warden.
4.2 Ashley Drive Allotments
Members are asked to NOTE that the replacement shed has been ordered.
Members are asked to CONSIDER the addition of a further tap at the site along with the re-positioning of an existing tap as indicated on the plan at APPENDIX A. The Warden has commented that hosepipes are constantly left running across the main track on the site; this is a safety issue for other allotment holders and also the grounds team when strimming or mowing the site.
4.3 Noticeboards
Members are asked to CONSIDER and, if so minded, APPROVE the design of the proposed noticeboards for both allotment sites. APPENDIX B
AGENDA ITEM 5
Magpie Wood
Members are asked to NOTE that a site visit to the wood will be organised to assess the boundary fencing as previously agreed for a Thursday at 11am.
AGENDA ITEM 6
King’s Wood
6.1 Ride widening on northern boundary
Members are asked to NOTE that the above approved works are currently underway. The contractor has been troubled with machinery breakdowns, however, will stay on the job until complete – weather permitting.
Members are asked to NOTE that an invoice to Wycombe District Council will be raised for the historic CiL monies allocated to this project in the sum of £8,205.75.

Tylers Green Common
7.1 Track 6
Members are asked to NOTE that the approved works to the above track were completed prior to Christmas and all parties are happy with the result.
7.2 Tracks 4
Following the last committee meeting in November the Clerk, Warden, Cllr Johncock and Cllr Forbes met with a couple of the residents on Track 4 to further discuss the improvement to the track surface and drainage.
Due to the Christmas break it has only been possible to secure an estimate for the potential cost of the works;
Location 1 – Homeleigh to May Cottage £12,800 (Green on Appendix)
Scrape surface and excavate, retain suitable excavated material for filling, grade and compact to provide a matching level surface to existing. Prepare and apply 100mm shingle surface.
Drainage channels across two driveways connected to and including one soakaway.
Location 2 – Rays Lane to Homeleigh £20,100 (Pink on Appendix)
Scrape surface and excavate, retain suitable excavated material for filling, grade and compact to provide a matching level surface to existing. Ramp between track and Rays Lane. Prepare and apply 100mm shingle surface.
Drainage channels across to frontage of Fernsdale Cottages – connected to and including one soakaway.
APPENDIX C
AGENDA ITEM 8
Playground Updates
Members are asked to RECEIVE updates from the Playground Working Parties.
8.1 RoSPA Play Inspection – Update
Members are asked to NOTE that all the moderate risk items highlighted in the reports have been undertaken
– Safety surfacing
– Quick links on disabled swing
8.2 Green Dragon Recreation Ground
Members are asked to CONSIDER the following quotations for the small play area at the above site. Designs received at APPENDIX D

Members are asked to NOTE that no formal confirmation has been received yet from the Flackwell Heath Minors FC for the parish council to proceed with this project. The designs have been sent to the Chairman of the club for his information and comment.
8.3 Flackwell Heath Bowls Club – Straight Bit
Members are asked to CONSIDER and, if so minded, APPROVE a request from the Bowls Club to enlarge the sign on their fence so as to be more visible from the road/car park.

Derehams Lane Recreation Ground
9.1 Trial Holes
Members are asked to NOTE that a site visit will be arranged to assess the feasibility of moving the entrance higher up the lane thus making entry onto the site easier.

Widmer Pond
10.1 Water
Members are asked to NOTE that in response to the concern expressed at the increased water usage at the pond Cllr Forbes made a visit in the pouring rain and reported that there was no significant road drainage flow into the pond as originally intended and that the majority of the flow was going past. APPENDIX E
On Friday 4 January, the Warden, Clerk and Cllr Forbes made a further visit and lifted the manhole covers to inspect the potential problems. It is now clear that there is a blockage which will need a contractor with road working approval. First estimate received for the work of clearing the inlet is £550.00. To secure the manhole cover with a lockable unit to stop access to the tap £150.00.
10.2 Fish netting
Members are asked to NOTE that a quote has been received for the health check and removal of the fish at the site.
The heath check is required in advance of carrying out the fish removal if they are to be moved to another water course.
The cost of labour and equipment to catch the sample and carry out the health check would be £ 595.00 + vat.
The cost of labour and equipment to facilitate the fish removal would be an additional £ 400.00 + vat
Members are asked to CONSIDER and APPROVE the above action.
AGENDA ITEM 11
Totteridge Common
Since taking back the section of the Common leased to WDC it is of note that an earth bund was installed by the District Council while the area was under their care.
Members are asked to CONSIDER the option of continuing this earth bund along the 210 metres of the Common, from the cottages to the Dolphin public house, to increase security from travellers.
An estimated cost for this work is between £8k – £9k for the bund and installation of a gate to allow vehicular access for the grounds team. Cost of the gate is estimated at £600.00.

Orchard Green Hedge
Members are asked to NOTE that the works to the corner of the hedge (Green Dragon Lane/Chapman Lane) are due to start on 21 January with the clearance, followed by the replanting – weather permitting.
Cllr Willis and Cllr Wilkes have spoken with the residents concerned.

Budget 2019/20
Members are asked to CONSIDER the committee budget with a view to recommend for approval at the next full council meeting on 28 February 2019. APPENDIX F
Members are reminded of the following priorities and are asked to CONSIDER the use of the £10,000 within the committee budget for projects
• Orchard Green hedge – next section £5k Priority 1
• Path from Track 6 to New Road canopy opening – £5/6k Priority 2
• Work on footpath and fence running along Scout Hut F/H – £3.5k Priority 3
• Magpie Wood boundary fencing – unknown as yet Priority 4
• Rejuvenate the surface of the path with self- binding gravel – £4/5k Priority 5
• Set up Ash Die Back EMR -we have been advised that all our ash trees need to be assessed and taken down before they die – £10k Some money in EMR
