Report of the meeting held on Thursday 27 September 2018 commencing at 7.30pm
in the Council Chamber, Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS

The meeting is open to members of the public and press

The start of the meeting was slightly delayed and commenced at 7.35pm

WS/18/030 Apologies for absence
Apologies had been received and approved from Cllr L Johncock (holiday), Cllr H Darch (Family), Cllr J Herschel (WDALC meeting) and Cllr S Digby (WDALC meeting)

WS/18/031 Declarations of members’ interests in Items on the agenda
There were none.

WS/18/032 Delegated Action
Members were asked to note that there had been no delegation actions taken since the last committee meeting in July.

WS/18/033 Restoring the Record
Members were asked to receive an update from Cllr White.

Cllr White advised that he had met with Cllr Herschel and there were a few paths of note in Flackwell Heath that required further investigation and one in Loudwater. Jonathan Clarkes (BCC) had asked that a track in Penn be investigated – which Cllr White would undertake.

It was noted that no footpaths in the Tylers Green area had been put forward.

WS/18/034 Committee Projects
1 Bus Shelter – Kingsmead Road, Loudwater
Members were asked to note that a meeting with Paul Goodwin from BCC Passenger Transport was being arranged within the next two weeks on site to discuss the position and requirements of possibly two bus stops.

2 Altona Road Cemetery – Extension Path
Members were asked to consider the quotations received for the replacement of the surfacing to the extension path at Altona Road cemetery. The quotes included the removal of the existing shingle and the laying of a self-binding gravel to create a firm surface.

It was RESOLVED that;
Quote B in the sum of £5,200.00 be approved for the works on the extension path.

3 Cock Lane Cemetery – Standpipe Extension
Members were asked to consider the quotations received for the standpipe extension.

It was RESOLVED that;
Quote B in the sum of £1,600.00 be approved, the quote included one extra standpipe and a further run of pipe to the end of the cemetery for later connection.

4 Cock Lane Picnic Area – Path to Council Offices
Members were asked to consider the quotations received for the creation of a path through the picnic area to the Council Offices. The quotes included matching the surface of the existing path and making a ramp to access the car park to the front of the Council Offices.

It was RESOLVED that;
Quote B in the sum of £3,500.00 be approved for the works to the path.

5 Disabled Access to Bench – Queensmead Road
Members were asked to consider the quotations received for the creation of a pathway for disabled access to the bench at the above site.

It was RESOLVED that;
Quote C in the sum of £1,575.00 be approved for the works.

WS/18/035 Boundary Stone – Wycombe Heights Golf Club
Members were asked to noted that the interpretation board for the boundary stone had now been finalised and ordered at a cost of £900.00 which was less that the originally approved figure of £1,500.

WS/18/036 LED Footway Lighting
Members were asked to noted that the next phase of the project was to set up a maintenance contract for the new lights. One quote had been received to date but it was necessary to obtain a further two.

WS/18/037 Purchase of a CAT Scanner
Members were asked to consider the purchase of a CAT scanner. The scanner that had been on long term loan from Transport for Bucks had now been returned.

It was RESOLVED that;
Quote C be approved in the sum of £555.00.

It was noted that a suitable training course on the use of the scanner be found for the Warden to attend.

WS/18/038 Trailer
Members were asked to note that the trailer for transporting the mowers had been delivered and been taken out on its first trip with great success.

WS/18/039 Local Area Forum
Members were asked to note that an application had been submitted prior to the deadline date of 31 August for bollards to the entrance of Wheeler Avenue, Tylers Green.

Members were asked to note an update on the yellow lines received from Cllr Willis who attended the Chepping Wye Valley LAF meeting on 19 September. Cllr Willis had been originally advised that the lines would be started in mid-August, however this had now slipped and they will now be started in mid-October. The work was approved in August and then ordered and now letters were again being sent out to residents to advise of when and where the yellow lines will be painted.

WS/18/040 Community Payback Update
Members were asked to note the work undertaken by the Community Payback teams since the last committee meeting in July.

WS/18/041 Revive the Wye – Back Stream
Members were asked to receive an update from Cllr Dodds and Cllr White following a meeting with the Revive the Wye team in relation to the clearance of the Back Stream.

At the meeting dates had been suggested and these have been shared with the Loudwater Forum and St Peter’s Church who have volunteer groups to work on the project. Once dates have been confirmed, the Clerk will send a letter to Wycombe District Council and Bucks Country Council to advise of the work being undertaken and the Loudwater Forum will contact the residents backing onto the Back Stream to advise them of the clearance works.

WS/18/042 Altona Road Cemetery
Members were asked to note that there have been no further reports of vandalism to graves at the cemetery since the last meeting in July.

WS/18/043 Cock Lane – cremation plots
Following the committee site visit in July when an informal discussion had been held relating to the next area to be used for cremation plots, it had been generally felt that the lower section would be opened.

Members were asked to consider, as an option, the layout at the Garden of Rest in Four Ashes.

It was RESOLVED that;
The chairman of the committee, Clerk and Warden would be tasked with the layout of the lower section of the cemetery; to be brought back to the next committee meeting in November.

WS/18/044 BCC Household Recycling Centres – Public Consultation
Members were asked to note the consultation at www.buckscc.gov.uk/hrc-review and were reminded that the closing date was Monday 22 October.

It was noted that a parish response was not required and the questions were wanting a more personal experience.

WS/18/045 Committee Finances
Members were asked to note the committee’s income and expenditure to Month 5

It was noted that the committee was currently behind the run rate.

WS/18/047 Questions from committee members and the public
There were no members of the public present.

• Cllr White advised of the trees causing concern near the footbridge on Kingsmead Road. The Clerk had reported the trees to BCC who advised that no action was required.
• Cllr White asked if the parish council could take the work on to remove/make safe the trees.
• Cllr Wood advised that she had been sent notification that the trees were to be inspection by the BCC tree inspector and that we should wait to hear back, however, if the response was negative from BCC the tree work would have to go to full council for consideration. She also advised that she was currently chasing BCC in relation to Fix My Street as several jobs appeared to just be closed down with no action. She asked members present to send her any examples of this happening.
• Cllr Dodds advised that he had a few examples that he would send

WS/18/048 Accounts for payment
Accounts for payment were circulated at the meeting for consideration by councillors.

It was RESOLVED that;
the accounts for payment be approved and cheques numbered 9620 to 9634 be signed and BACS payment to Payflow, direct debits to Barclays and Unicom be approved for payment.

The chairman thanked members for their attendance and closed the meeting at 9.35pm.
