10. Grants
Council is asked to APPROVE the recommendation from the Finance & General Purposes Committee to provide the following grant;
10.1 Flackwell Heath Minors Football Club – grant for improvements to the pavilion with a
condition that all outstanding maintenance be completed.
Requested amount £5,000.00 to £10,000.00 towards a quotation of £33,000.00
Recommended grant award £1,000.00
11. S137 – Payment of Grants
Council is asked to NOTE that under the Local Government Act 1972 S137 (4) (a) the statutory expenditure limit for 2019/20 is £8.12 per elector. S137 enables parish councils to spend a sum, per elector, on activities and projects not specifically authorised by other powers. Council is asked to NOTE that the current budget allocation for the financial year of £2,500.00 is well below the aforementioned limit.
12. Budget 2019/20
Council is asked to APPROVE the recommendation from the Finance & General Purposes committee to increase the project lines for each committee as below, further reducing the general reserve;
Open Spaces a further £10,000
Works & Services a further £10,000
Finance & General Purposes a sum of £5,000
13. Land adjoining King’s Wood
Council is asked to CONSIDER the possible purchase of a 5.5 acre piece of woodland bordering on King’s Wood. The site is attached to the 15 ways entrance at the bottom of Kingswood Road. The vendor has requested that the smaller plots be sold to private buyers, however the agent has advised that the sale of the whole site is an option with an asking price of £200,000. For a quick sale the price could be negotiated. APPENDIX C (Pages 35-36)
14. Full-time Civil Enforcement Officer – LAF
Members are asked to CONSIDER and COMMENT on a suggestion from the Chepping Wye Valley Local Area Forum to supplement the existing civil parking enforcement provision by Bucks County Council who are responsible for enforcing parking regulations. Bucks County Council sub-contract the work to NSL who currently provide 34 hours of enforcement per week in the Chepping Wye Valley LAF area.
At the February LAF it was suggested that £4,845 of LAF funding be allocated to the employment, through Bucks County Council, of a full-time civil parking enforcement officer dedicated to the Chepping Wye Valley LAF area. We have been asked to confirm at the 10 July LAF meeting a decision whether we would like to participate in a one-year pilot and if so how much we would like to contribute.
The full annual cost would be £36,000 a year, with parish councils contributing the difference of £31,115. The LAF co-ordinator has advised that this means for every £1,000 contributed by a council they would receive an hour a week. It is proposed that the resource would be allocated according to the contribution of each parish council. NSL are able to monitor where and for how long its enforcement officers operate and they have the ability of tracking where the resource is being used. The enforcement officer would be guided by local knowledge of parking ‘hot spots’ with any income from ticketing re-invested into local parking schemes.
If parishes collectively were not to participate the project might still go ahead with NSL providing a proportionate resource according to the funding provided by participating councils.
A decision whether to participate or not will be made at the next Works & Services meeting on 13 June 2019 using funds from the ‘third-party working’ budget.
Members are asked to comment on:
• Local hot spots where parking is a problem and current and possible additional enforcement would be useful.
• Where any ticketing revenue could be re-invested in local parking schemes.
• Whether or not we should participate in the pilot and if so to what degree in terms of hours per week.
15. Questions by Members of the Council

16. Public Participation
Members of the public are permitted to make representations, ask and answer questions, as well as give evidence in respect of any item of business included in the agenda. A fifteen minute period is permitted in total. If the Chairman of Council agrees, questions can be taken at the beginning of the Council meeting.
Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.
17. Accounts for Payment
Any accounts for payment are to be circulated at the meeting for the approval of members. Members are reminded to declare any personal or personal and prejudicial interests in any items submitted.
