 COUNCIL AGENDA

 Members of the council are summoned to attend the Council meeting to be held on Thursday,

19 October 2023 at 7.30pm at the Council Chamber, Cock Lane, Tylers Green, Bucks  HP10 8DS

 

 

Members of the public are permitted to make representations, ask and answer questions, in respect of any item of business included in the agenda. A fifteen-minute period is permitted in total.

 

  1. Apologies for Absence

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.

 

  1. Declarations of Interest and Code of Conduct

To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.

  1. i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
  2. ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

To CONSIDER the attached reports of the Planning Meetings held on 27 June (page 20), 11 July 2023 (page 21), 25 July 2023 (page 22), 8 August 2023 (page 23), 22 August 2023 (page 24), 5 September 2023 (pages 25-26) and 19 September 2023 (pages 27-29).

 

Council is also asked to NOTE the schedule of applications from June to September APPENDIX A (page 30, showing eventual outcomes of the parish council submitted objections.

 

  1. Councillor-Officer Protocol

Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Finance & General Purposes committee to adopt the above policy.  APPENDIX B (pages 31-39)

 

  1. 5 Year Plan

Council is asked to NOTE the revised 5 Year Plan.  The line for purchase of new MVAS has been temporarily re-instated pending a further meeting of the sub-group. APPENDIX C (page 40). 

 

  1. Community Board

Council is asked to NOTE the report at APPENDIX D (Page 41) as noted at the Finance & General Purposes committee meeting.

 

  1. Knaves Beech update

Council is asked to NOTE that communication has been made with AVIVA Legal Services into the status of the above site, known to the council as Hedley Green.  Council is asked to NOTE that there is a lease on the site which expires in 2079,however, if the land is sold to a third party they would step into the shoes of Aviva as landlord, so they would be bound by the landlord’s covenants and they would benefit from the provisions in the landlord’s favour, such as the right to determine the lease.

 

The Aviva Fund Manager has not yet advised of any potential price.

 

  1. Grants

Council is asked to NOTE the budget line amount for grants in the current financial year was set at £5,000, with £2,000 already being awarded to Tylers Green First School for their new sound system.

 

12.1  Loudwater Bowls Club

Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Finance & General Purposes committee to award the Loudwater Bowls Club £1,000 towards new lighting and a stopcock.

 

12.2 Community Pantry, Flackwell Heath

Following feedback and an update on future projects from a member of the Community Pantry Team, council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Finance & General Purposes committee to match the original funding of £5,000.  These funds will be of community benefit supporting vulnerable people within the parish.

 

  1. Digitisation of Minute Books

Council is asked to CONSIDER the attached quotation for the scanning of the twelve handwritten minute books.  If the quotation is accepted it would be a single tender action due to a lack of other companies offering the same service. APPENDIX E (Page 42)

 

  1. Vehicles/Equipment

              Members are asked to RECEIVE a verbal report from the clerk.

 

  1. Joint Skatepark Project with Wooburn & Bourne End Parish Council

Council is asked to RECEIVE a verbal update from Cllr D Johncock. 

 

  1. Questions by Members of the Council

At the time of agenda dispatch, no questions by members have been received.

 

 

 

  1. Public Participation

Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.

 

  1. Accounts for Payment
