CHEPPING WYCOMBE PARISH COUNCIL
Report of the Council meeting held on Tuesday 15 October 2019 at 7.30 pm at the Council Chamber,
Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS
The meeting was open to the public and press.

FC/19/018 Apologies for Absence
Apologies for absence were received and approved from Cllr A Barron (holiday), Cllr R Wilks (holiday), Cllr K Wood (holiday) and Cllr H Darch (holiday)
FC/19/019 Declarations of Interest and Code of Conduct
Cllr M Wilkes declared a personal interest in agenda item Accounts for Payment as he had an expenses payment (cheque 9980)
FC/19/020 Council Minutes
It was RESOLVED that;
the minutes of the Council meeting held on Thursday 27 June 2019 and of the Special Council Meeting held on Thursday 29 August 2019 be true and accurate records.
FC/19/021 Open Spaces Committee
OS/19/023 Magpie Wood – it was highlighted that the post and wire fencing at the site had been completed and that the palisade fencing would be undertaken next week.
It was RESOLVED that;
the report of the Committee meeting held on Thursday 29 August 2019 be approved.
FC/19/022 Works & Services Committee
WS/19/017 2 Bus shelters Cllr Dodds confirmed that currently the P & TG Residents Society were not interested in having any more bus shelters however Tylers Green will be included with Flackwell Heath and Loudwater in the bus shelter survey being undertaken by Cllr Herschel.
WS/19/018 LED Footway Lighting Cllr Dodds advised that the parish council now had a maintenance contract on a pay as you go basis.
It was RESOLVED that;
the report of the Committee meeting held on Thursday 12 September 2019 be approved.
FC/19/023 Finance & General Purposes Committee
FGP/19/005 Legal 1 Railway Land Cllr Dodds asked how the resident had responded to the refused request. The Clerk advised that the resident had accepted the situation.
It was RESOLVED that;
the report of the Committee meeting held on Thursday 26 September 2019 be approved.
FC/19/024 Planning Meetings
It was RESOLVED that;
The reports of the Planning Meetings held on Thursday 27 June 2019, Thursday 29 August 2019, Thursday 12 September 2019, Thursday 26 September 2019 and the comments made during the Summer (July & August) be approved.
FC/19/025 Policies and Procedures
Council was asked to consider the recommendation from the Finance & General Purposes committee to approve the following;
1 Code of Conduct – revision
It was RESOLVED that;
the revisions made to the Code of Conduct be approved.
2 Expenses Policy
It was RESOLVED that;
the Expenses Policy be approved and adopted.
FC/19/026 Deed of Grant
Council was asked to approve the recommendation from the Finance & General Purposes for the chairman of the council to sign the Deed of Grant relating to the property known as Buckingham Place.
It was RESOLVED that;
The Deed of Grant relating to Buckingham Place be approved and signed.
Two member signatures were required and in the absence of the Chairman of Council, the Vice-chairman of Council and Chairman of Finance & General Purposes signed the Deed.
FC/19/027 Ashley Drive Play Equipment Virement
Council was asked to approve the recommendation from the Finance & General Purposes committee to vire £21,312.00 from the General Reserve to cover the costs of the extra play equipment and fencing at the above site.
It was RESOLVED that;
the virement of £21,312.00 be approved for the play equipment.
FC/19/028 Security of our Sites
Council was asked to note that during August there had been a potential issue that could have involved the Front Common. The warden and council chairman instigated a temporary bund around both the front and back commons in the hope that this would dissuade incursion. The bunds have since been removed and the grass is growing back well.
In light of the above Council was asked to consider how in future the council owned sites should be protected, whether this be permanent by way of creating formal bunds or bollards or temporary as indicated above.
It was RESOLVED that;
each site should be considered individually with a survey being undertaken or site visits, the be taken to the relevant committee for further consideration.
FC/19/029 Questions by Members of the Council
• Cllr Digby asked that when the site visits were being organised to look at security issues all councillors would be advised.
• Cllr L Johncock highlighted the overgrown hedge on the path between Hedley Road and Straight Bit, the lighting along the path was being obscured and making the path dangerous.
It appears that this hedge is in ‘no-man’s land’ and therefore no clear way forward.
• Cllr Miller also advised of a path running from Wheeler Avenue to the Horse & Jockey public house (CWY/14/1)
This is a Bucks County Rights of Way path.
• Cllr Jordan highlighted that there were no street lights working in Rayners Close. No-one will take responsibility for them. Cllr Herschel advised that he would look back at his paperwork.
FC/19/030 Public Participation
Cllr D Johncock advised that the traveller situation in the Wycombe District Council area had been a costly issue – the injunction served from the High Court was only given, as WDC had historic incursion details. As the parish council had fortunately not had an issue an injunction would probably not be a possibility.
Cllr Johncock also asked when the play area in Flackwell Heath would be completed.
A working party meeting would be arranged with a fresh look at what was required on the site.
FC/19/031 Accounts for Payment
Accounts for payment were circulated at the meeting for the approval of members.
It was RESOLVED that;
the accounts for payment be approved and cheques numbered 9970 to 9987 be signed and direct debits to Barclays, BT, EE, E-ON, Grenke and Salix be approved for payment.
The chairman thanked members for their attendance and closed the meeting at 8.12pm
