24/05214/CLP Certificate of Lawfulness for proposed use of existing dwellinghouse (use class C3) as a children’s home (use class C2): 21 Heath End Road, Flackwell Heath, HP10 9DT
Although in principle we have no objection to the use of this property for housing children in care, we have many concerns and, therefore, Chepping Wycombe Parish Council strongly object to this certificate.
This house is not suitable for 4 children, 3 would be better. We note that there are only 3 bedrooms with en-suite facilities so the individual using the 4th bedroom would have to access the shower on the ground floor through the kitchen.
No mention is given of the age of the children. Other approved licences state from 8 to 18 years of age and similar should be imposed by the planning department.
The application does not appear to be from a recognised organisation providing care facilities. Nothing is said about the suitability of the individual or company who will manage the care home.
The property is on a busy road, close to a roundabout and we are concerned that the daily activity at the site would be intensified by changes of shift workers and possibly taxis taking the young people to and from school. Would there be sufficient space for the cars to manoeuvre off the road?
The amenity space is inadequate. The recreational garden is very small. We note that the existing garage is to be converted into a games room but there appear to be no windows to provide natural light.

The chairman thanked members for their attendance and closed the meeting at 10.15am.
