Report of the meeting held on Thursday 19 November 2019 commencing at 7.30pm
in the Council Chamber, Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS

The meeting was open to members of the public and press

WS/19/027 Apologies for absence
There were none.

WS/19/028 Declarations of members’ interests in Items on the agenda
Declarations of personal interest on the agenda were declared as follows:

WS/19/029 Delegated Action
Members were asked to note that since the last committee meeting in September there had been no delegated actions taken by the chairman of the committee or clerk.

WS/19/030 Committee Projects
1 Office Refurbishment
Following the last committee meeting the working party had met to discuss some changes to the drawings produced by the planning consultant. Members were asked to note that the revised drawings are awaited and that members will need to think about the monetary provision.

2 Bus shelters
Members were asked to note that the bus shelter survey, as discussed at the last meeting, was currently being undertaken by Cllr Herschel and he would circulate the findings before the next meeting.

WS/19/031 LED Footway Lighting
1 Chiltern Green, Flackwell Heath extra lighting column
Members were asked to note that a meeting with the lighting maintenance contractor had taken place to discuss the positioning of the approved extra column and the re-positioning of the existing column at Chiltern Green, Flackwell Heath.

Members were asked to note that the works should be underway within the next couple of weeks.

WS/19/032 Local Area Forum
Members were asked to receive an update from the last LAF Meeting on 24 September from committee members present. Cllr Herschel reported that the meeting had been disappointing for a number of reasons: benefactors had to commit to 50% of the total cost of the project in advance, the LAF appeared prepared to only consider small projects and there did not seem to be any monitoring of parking enforcement officers’ extra time.

WS/19/033 Community Payback Update
Members were asked to note the work undertaken by the Community Payback teams since the last committee meeting in September.
It was noted that the Clerk was asked, in the interest of health and safety to the public, to provide collapsible signage to say ‘Men at Work’ for the CP teams.
It was also noted that areas of Kingswood may not be able to have work undertaken in them in the future because of the possibility of no signal – the CP Supervisor needs a signal at all times in the event of an incident.

WS/19/034 Cemeteries
1 Consecration – new cremation plots, Cock Lane Cemetery
Members were asked to note that the consecration of the new cremation plot area was completed on Wednesday 30 October 2019.

2 Path and driveway – Cock Lane Cemetery
Members were asked to consider installing a central path to the lower, new cremated remains section from the bottom of the steps to the gate on the opposite side with a proposed surface of self-binding gravel. However, with the lower path in mind, members were also asked to consider replacing the surface of the top path to match as it is currently made up of loose gravel which is quite difficult to walk on.

Members were also asked to consider the surface of the driveway running down on the right to the new section. A quote for a self-binding gravel surface had been received. However, a plastic ground reinforcement material could be used at a cost of £134.00 plus VAT for 2m x 30m long rolls.

It was RESOLVED that;
quotations be obtained for further consideration.

3 Cock Lane Cemetery – Height Barrier & Gate
Members were asked to note that the height barrier and gate would be installed by the end of November.

WS/19/035 Environmental Improvements
Members were asked to note the past improvements and initiatives supported by the parish council.

Members were asked to consider how the council could support small-scale environment improvements through the committee’s third party working budget.

It was RESOLVED that;
the clerk with the committee chairman or vice chairman had delegated powers to agree small projects not exceeding £250.00 by members, residents and other bodies .

WS/19/034 Footpaths
Due to concerns raised relating to public rights of way footpaths, members were asked to note that a meeting with the BCC Rights of Way Team was being arranged by the clerk to be able to find a way forward to improve the standards of the footpaths within the parish.

It was noted that a working party would be set up to include a member from each of the wards.

WS/19/035 Flackwell Heath Golf Club signage
Members were asked to note a request from the Flackwell Heath Golf Club for ‘parish support’ – the questions asked on the form being;
‘does the Parish/Town Council support your application for Tourist / Private Signing’.

Members were asked to note that the golf club is attempting to raise the clubs profile and encourage membership and had proposed eight sites for the signage.

It was RESOLVED that;
the request for eight sites was deemed to be excessive and the parish council could not support this proposal.
Consideration by Flackwell Heath Golf Club should be given to a new sign at the first entrance to the club from Treadaway Hill directing visitors to the car park being the second entrance and provide a new car park sign at this location.

WS/19/036 Committee Budget 2020/21
Members were asked to consider the draft Works, Services & Planning committee budget for 2020/21 and to consider projects for inclusion. Members were asked to note that, for the purposes of the meeting, some budget lines have already been changed in an attempt to cover known projects – EMR for depot roof replacement and EMR for office refurbishment. Following any changes, the budget will be recommended to the next Finance and General Purposes Committee for approval.

It was RESOLVED that;
the budget be recommended to the next Finance and General Purposes Committee meeting

WS/19/037 Committee Finances
Members were asked to note the committee’s income and expenditure to September and the current position of the Earmarked Reserves.

WS/19/038 Questions from committee members and the public
There were no members of public present at this point of the meeting.

• Cllr Barron thanked the Clerk for contacting TfB who cut back the overhanging branches in Old Kiln Road, Flackwell Heath.
• Cllr Barron requested that the footpath lighting be addressed. Branches masked the light and he suggested that may be a vehicle needed to be rented to address this.
• Cllr Barron asked whether there could be more defibrillators installed.
Cllr Dodds explained that some landlords were reluctant to have them installed on their buildings because of the increase in insurance, advising that the council provided replacement consumables but did not provide defibrillators. He suggested that the council could provide the funds for CPR training. It was suggested that a list of the defibrillators in the area be put in the parish newsletters and on the council noticeboard.
• Cllr Jordan noted that the 3No. footway lights in Rayners Close were not working and that WDC and BCC were not responding to the problem.
WS/19/039 Accounts for payment
Accounts for payment were circulated at the meeting for consideration by councillors.

It was RESOLVED that;
the accounts for payment be approved and cheques numbered 10002 to 10021 be signed and direct debits to Barclays, Castle Water, E-ON, Shell and SSE be approved for payment.

The chairman thanked members for their attendance and closed the meeting at 8.50pm
