CWPC is concerned that the proposed application would be over development of the site. There is an absence of calculations which makes assessment of the proportions impossible, and we would therefore like to refer this to the Case Officer. |

Cllr Darch brought a late application which had been received by the office on Friday; PL26/06796/PIP Land adjacent to Hilltop, Hammersley Lane – a permission in principle for the erection of minimum of 2 and a maximum of 2 dwellings including secure bicycle storage with charging points and timers for electrically assisted pedal cycles (e-bikes).
The application is citing that the site would be sustainable now that the Gomm Valley development is underway with the reforming of a footpath to the development. However, this is felt to be premature as there is no mention of any cycling/pedestrian access in the current Gomm Valley scheme that would provide such a link. The Gomm Valley site as a whole has not yet received full planning permission only outline so any access would well in the future and is not guaranteed. Cllr Darch advised that he would compose a response and circulate it to his fellow councillors.
Cllr Guy highlighted the closed off pedestrian access to Tesco’s store in Loudwater. This makes accessing the store unsafe.
Cllr Townsend advised that she would speak with Cllr Drayton and Cllr Wilson as the store falls within Wooburn and Bourne End Parish.
Cllr Guy also thanked Cllr D Johncock for all the work he had done on the Local Plan response. Cllr Johncock asked if there were any more comments.
Cllr Townsend advised that she would be attending a Beaconsfield Society meeting in the evening and would report back on any information relating to Solar Farms.
Cllr Johncock advised that Cllr LeFevre had highlighted the ability to speak at the public examination which will be added in the conclusion.
Cllr Townsend advised that the Spring Lane development in Flackwell Heath had not yet been given a committee date as they were waiting for information from the applicant.
Cllr Townsend and Cllr Johncock attended the planning enforcement meeting relating to Land to the rear of 22 Chapel Road Flackwell Heath. There had been a Stop Notice and now an Enforcement Notice applied to remove the hardstanding. Cllr Johncock also mentioned that the boundary had been pushed and the fencing was higher than before.
There could be a planning application in the future.
The chairman of the meeting thanked members for their attendance and closed the meeting at 12.23.

We continue to object to this application disagreeing strongly that this site can be deemed suitable for ‘sustainable development’. Hammersley Lane has a 40 m.p.h. speed limit, no street lighting and no footpath for much of its length, and there is no public right of way across the frontages of properties to the north and south of the site. We contend very strongly that future residents will have to rely on cars as it is particularly UNSAFE for anyone, particularly children, to walk and/or cycle up (or as contended in this application) down unlit Hammersley Lane across private frontages to access schools, amenities and buses to Beaconsfield and High Wycombe. The definitive footpath now cited as a safe walking route down to Gomm Road and the A40 has long been in existence. The ‘newly created and signed’ entrance from slightly further down Hammersley Lane still requires future residents to walk down (or cycle) from the site along the section without footpaths and therefore remains UNSAFE. The footpath itself is currently unmade up, steep, winding, narrow and overgrown and certainly UNSAFE; even if at some future stage it was paved and widened we contend it would remain steep, winding, unlit and UNSAFE for regular access by residents particularly children and any but the fittest adults. Cycling access now highlighted through the newly built Phase 1 development further down Hammersley Lane would still require travelling down and up the very steep unlit section with 2 unsighted bends and remains in our view UNSAFE.
