AGENDA
1. Apologies for absence
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.
2. Declarations of members’ interests in Items on the agenda
To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.
i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

AGENDA ITEM 3
Delegated Actions
Members are asked to NOTE that since the last committee meeting in March there have been no delegated actions taken by the chairman of the committee and clerk.
AGENDA ITEM 4
Allotments
Members are asked to NOTE that the following vacancies exist at the allotment sites:
Chapel Road – No vacancies
Ashley Drive – 1 full plot
There are currently 11 people on the waiting list.
4.1 Ashley Drive – Tenancy Agreement change
Members are asked to CONSIDER and, if so minded, APPROVE changing the tenancy agreement to re-instate the permission for allotment holders to have fires on their plots. The compost heap idea has not worked as all sorts of rubbish has been dumped making the area non-viable and it has also become costly to remove.
Currently the Ashley Drive agreement reads;
‘ A compost area for the disposal of material is to be used. No bonfires are permitted at the allotment site’.
To be replaced with;
‘A bonfire for the disposal of diseased material is permitted upon the tenant’s own plot but only between 1st September and 31st May. Any bonfire is to be supervised by the tenant and is not to be left in a lit state’
4.2 Chapel Road – Shed repair
Members are asked to NOTE that the broken window in the shed has been repaired free of charge.
4.3 Fencing to Scout Hut boundary
Members are asked to NOTE that the fencing has been ordered as approved at the remote Council meeting held on 9 July 2020 and will be installed week beginning 24 August.

Tylers Green Common
5.1 Track 4 Trial holes report
Members are asked to CONSIDER the report attached at APPENDIX A
Members are asked to NOTE that a further meeting with the contractor on site has been requested to agree the best option due to the finding of contaminated materials, namely coal tar.

Members are asked to CONSIDER, and if so minded, APPROVE quotes for the following tree works;
Fire Ride, Tylers Green – to remove one Ash tree and reduce one Ash tree away from resident’s garden

Playground Updates
Members are asked to NOTE that a general review of our fitness equipment will be undertaken shortly with a view to perhaps adding further disciplines.
Members are asked to receive updates from the working parties.
7.1 Ashley Drive Recreation Ground
Members are asked to NOTE that quotations for the bow top fencing for the play area are in the region of £20k.
Members are asked to CONSIDER and, if so minded, APPROVE one of the two quotes received for the replacement of the surface under the zip wire.

7.2 Straight Bit Recreation Ground
Members are asked to CONSIDER and, if so minded, APPROVE one of the two quotes received for the replacement of the play surface under the large tower. The surface has been patch repaired over the last two years, however there is now considerable shrinkage causing some trip hazards.

Members are asked to NOTE that there have been requests for the removal of the parkour area due to it being used by youths as a meeting point; broken glass is often found around the equipment.
7.3 Incident at Straight Bit
Members are asked to NOTE that there has been a notified incident on a piece of equipment in the small children’s play area. A young boy was playing on the equipment when a splinter became lodged in his chest. We are not sure when the incident occurred, possibly 12 or 13 August. The parent posted the incident on the Flackwell Heath Facebook page on Thursday 13 August in the evening and telephoned the office on Monday 17 August leaving a message on the answerphone at about 4pm. We advised that the equipment at the site is checked on a weekly basis and has not had any notifiable issues. The warden and Cllr Willis have independently inspected the equipment following the notification and neither could find any evidence of splintering.

Dog Waste Bins
Members are asked to CONSIDER a request for an additional dog waste bin at the Treadaway Hill entrance of Fennels Wood.
Members are also asked to REVIEW a request from a Tylers Green resident to move the site of the dog bin at the Church Road end of the fire ride. The resident has been suffering from increased flies in the back garden.
AGENDA ITEM 9
Green Dragon Lane Recreation Ground/Flackwell Heath Minors FC
Following the last committee meeting in March when;
It was RESOLVED that;
the committee were supportive of the football club and the refurbishment of the clubhouse and car parking area and would make a recommendation to the Finance & General Purposes committee of a 10 year lease with a 5 year break clause, which would hopefully assist in further grant applications.
Members are now asked to NOTE that the Club are looking to start the works, they have sent an application to Building Control along with a drawing/specification of the intended works to the pavilion at APPENDIX B. The Club have been advised that no work should be undertaken until full approval from Building Control has been received.
It is believed that the Club have enough funds to undertake the works to the pavilion. Members are asked to NOTE that a further grant application has been received for monies in the region of £20k – £25k for the car park works this will be taken to the next Finance & General Purposes Committee for consideration.
