AGENDA ITEM 3
Orchard Green
3.1 Collated response from residents
Members are asked to CONSIDER the responses to the request for opinions on work to the hedge bordering
Orchard Green on Green Dragon Lane.
12 responses were received in relation to the rejuvenation of the hedge running along the path off Green Dragon Lane.
All responses object to any major work being undertaken to the hedge – ‘it would have an extremely detrimental effect on our cherished local wildlife’.
• Would not like anyone without arboreal knowledge near the hedge (mainly directed at a CP team that ‘hacked at the hedge’ some years ago).
• Concern about the site being open and possibly encouraging travellers.
• Subject the residents to pollution from the road and noise from the football club.
The main positive points being:-
• Continual maintenance is required – ivy removal being important.
• Infilling with holly, hazel and hawthorn (native species) – not disturbing the extensive wildlife that is living in and around the hedge.
• A gradual solution to cutting back an overgrown hedge by “splitting”. “The idea is to take off one side of the hedge this spring and the other side next spring or in two years time”. This ensures a gradual change, perhaps starting with Green Dragon lane road side first, taking half the labour time initially and half the cost, which can then be split over a couple of years. https://www.independent.ie/irish-news/how-to-cut-back-an-overgrown-hedge-26229378.html
• Hedgelaying – we did offer this in the past but were turned down by the residents.
Members are asked to consider the above with the following agenda item;
3.2 Draft Plan – Hedge Renewal
Members are asked to CONSIDER and REVIEW the attached draft plan for the hedge renewal provided by Cllr Herschel. APPENDIX A
Members are asked to NOTE that a verbal quotation received for the removal and stump grinding of the
whole hedge was in the region of £12,000.
3.3 Bollards on the verges on Green Dragon Lane
Members are asked to CONSIDER and REVIEW the attached APPENDIX B in conjunction with the following;
Some of the bollards we set in place have been destroyed or damaged and need replacement to stop cars just driving through the gaps. Cllr Wilkes has done sterling work in setting out no parking notices to deter parking but it is a thankless task and he will not always be able to do so. He has been pressing the council to replace the bollards, provide a few more bollards and support them with ‘no parking’ signs.
Over the past few months the site has been walked and re-walked resulting in the two options:
– An all bollard solution, or
– A bollard and sign solution
The second option is preferred.
Members are asked to NOTE the estimated costs;
• 27 edgeminder bollards £1,111.86 (£41.18 each)
• estimated installation costs £1,200.00
• 6 No parking signs (estimate) £200.00
• 2 concrete bollards £138.00 (£69.00 each)
• Estimated installation costs £355.52 (signs & concrete bollards)
Estimated total cost: £3,005.38 for the bollards

AGENDA ITEM 5
Allotments
Members are asked to NOTE that at the time of agenda writing the following vacancies exist at the allotment sites:
Chapel Road – 1 half plots and 9 full plots
Ashley Drive – 2 full plots
There is currently no one on the waiting list.
5.1 Chapel Road Allotments
Members are asked to APPROVE the cost of rubbish removal following the clearance that has been undertaken on the empty plots at the site. Estimated cost £2,000 – grab lorry removal.
5.1.1 Fencing
Members are asked to NOTE that the continuation of the stock and rabbit fencing to the bottom of the site has been completed and there is now a gap in the hedging which will be filled in the late Autumn/early Winter.

Members are asked to RECEIVE an update of the wood from Cllr Jordan.

King’s Wood
7.1 Ride widening on northern boundary
Members are asked to NOTE that signs have been purchased and will be placed along the ride advising of the works being undertaken for a month prior to their start in September.
Members are asked to NOTE the Management Report from Tilhill and are asked to APPROVE the estimate for signing. APPENDIX C

Playground Updates
8.1 Updates
Members are asked to RECEIVE updates from the Playground Working Parties.
Tylers Green: Members are asked to NOTE that the re-painting of the swings has been completed, the teacup and safety surfacing will be undertaken at the end of the summer holidays (early September). Quotes are currently being obtained for the ‘squaring off’ of the play area with a small piece of equipment and safety surfacing prior to fencing being installed.
Flackwell Heath: Members are asked to CONSIDER the quotation for the refurbishment of the climbing frame and replacement of the safety surfacing. APPENDIX D
8.2 Green Dragon Lane
Members are asked to NOTE that a meeting is currently being arranged with a play consultant and the Chairman of the football club to discuss the possible position and content for a small play area on the site.
AGENDA ITEM 9
Tylers Green Common
9.1 Track 6
Members are asked to CONSIDER the two quotes received for the top of track 6 (track opposite the village hall). The quotes match the works already completed to the bottom of the track.
Quote A £18,643.00 without drainage
Quote B £14,000 with drainage
Members are asked to CONSIDER the next course of action.
9.2 Tracks Maintenance Policy
Members are asked to NOTE that no further progress has been made on the policy however, it will be brought back to the next committee meeting for review in September.
9.3 Tylers Green Management Plan
Members are asked to NOTE that Cllr Wood and Cllr Johnson have completed an inspection of the Common making recommendations for future management, this has been passed to the Warden for comment prior to being brought back to the next committee meeting in September.
9.4 Security of the Common
Members are asked to CONSIDER the following from a concerned resident;
‘……the parking of vehicles on the common should be discouraged as it will draw other drivers to abuse the privilege that residents, through being granted paid for access rights, enjoy. It will also encourage motorised vehicles to be driven through the various tracks which for some reason CWPC continue to close mow the edges and fail to block the entrances with suitable barriers, large tree stumps, or felled branches, being the most obvious and cheapest solution.
It is also apparent that WDC or other local Parish Councils have taken pro-active measures to stop Gypsies from illegally parking/fly tipping on their land, the most noticeable being Terriers, The Beech Tree Pub/Totteridge Lane and opposite, where ditches have been dug and berms erected to stop illegal intrusion onto the land. Have CWPC considered such action for the front/back Common, or is it your intent to wait until such illegal action occurs, given that both commons are mown to the extreme, with similar action being taken on certain paths radiating from the back common, thus allowing ease of access by illegal drivers?’
Members are asked to APPROVE the next course of action.

Railway Land
Members are asked to CONSIDER and, if so minded, APPROVE one of the quotations received to remove trees overhanging a garden in Bay Tree Close. The garden was visited by the Warden and Clerk recommendation following the visit was for selected tree removal to allow light into the garden and onto the rear of the property.
The quotations consist of;
• Removal of limb growing over the garden.
• Removal of a sycamore, small lime and ash tree.
• Crown raise a field maple.

Members are asked to CONSIDER the Footpath Diversion Order at APPENDIX E to decide whether to make a representation or objection to the Order by 6 August 2018.
