Report of the Council meeting to be held on 30 August 2018 at 7.30 pm at the Council Office, Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS

FC/18/016 Apologies for Absence
Apologies were received and approved from Cllr L Johncock (holiday) and Cllr H Darch (personal).
FC/18/017 Declarations of Interest and Code of Conduct
Declarations of interest were received from;
Cllr L Willis in an expenses cheque 9610 at agenda item 19
Cllr I Forbes in agenda item 13 application for bollards at Wheeler Avenue being a resident living in close proximity to the area.
FC/18/018 Council Minutes
It was RESOLVED that;
the minutes of the Council meeting held on Tuesday 26 June 2018 be true and accurate record.
FC/18/019 Open Spaces Committee
OS/18/020 2 Hedge at Orchard Green Cllr Willis advised that the hedge working party had not yet met following the site visit in July.
OS/18/028 Magpie Wood Cllr Willis advised that a site visit would be arranged as it had not been possible to visit on the committee site visit due to the roadworks on Rayners Avenue.
OS/18/022 Allotments Cllr Herschel highlighted the proposed change to the tenancy agreement with the introduction of a fine for none clearance of an allotment suggesting that a deposit would probably be a better option.
Cllr Willis advised that this item would be included on the next committee meeting agenda.
It was RESOLVED that;
the report of the committee meeting held on Tuesday 10 July 2018 be approved.
FC/18/020 Works & Services Committee
WS/18/024 Revisit the Wye – Back Stream Cllr Dodds advised that he along with Cllr White had met with a Revive the Wye representative and the work on the stream was proposed for October/November. Neighbours would be notified prior to the works being undertaken. The job would be a huge undertaking.
It was RESOLVED that;
the report of the committee meeting held on Tuesday 24 July 2018 be approved.
FC/18/021 Planning Meetings
It was RESOLVED that;
the reports of the Planning Meetings held on Tuesday 26 June 2018, Tuesday 10 July 2018, Tuesday 24 July 2018 and August A be approved.
Cllr Dodds highlighted the late comment submitted to Wycombe District Council following further consideration of application 18/06559 Carport at May Cottage, Hammersley Lane.
FC/18/022 Co-Option to the Council
Flackwell Heath Membership
Following the resignation of Lenny White a casual vacancy for a Flackwell Heath member arose in February 2018.
Written notification had been provided to the District Council’s Electoral Services division under the provisions of the Local Government Act 1972 s 84(c). The by-election possibility period of 14 days following the date of notification expired without any names put forward to the Council for candidates for the vacant post. The District Council confirmed that the Parish Council could now fill the post by way of co-option
The nomination of Mr R Kin was received from Cllr Herschel at the meeting.
Mr Kin introduced himself to the meeting and said a few words and was then asked to leave the chamber while the council deliberated and voted. Mr Kin was co-opted to the council and signed the Declaration of Acceptance of Office and given a Declaration of Interest statement to be completed and returned to the office.
There was one abstention from the vote noted.
FC/18/023 Track 6 Re-surfacing – top section to car park
Council was asked to further consider the recommendation from the Open Spaces committee to proceed with Quote B for the re-surfacing of the above track as at cost of £14,000. Council was asked to note that contributions were being sought from the residents living along the track to assist with the overall cost.
Cllr Forbes advised that the lower part of the track had been re-surfaced by the residents at their cost and made a recommendation that the top part of the track should be completed as it served the parish council car park; subject to contributions being received.
It was RESOLVED that;
the track works be approved and be undertaken following receipt of contributions.
There was one abstention from the vote noted.
FC/18/024 Railway Land – Sustrans Feasibility Study
Council was asked to note the letter and plan received from Sustrans who had been asked to undertake a feasibility study on behalf of Bucks County Council on the creation of a shared use walking and cycling path along the disused railway line.
FC/18/025 Permit Request
Council was asked to consider a request from a company to fly a drone over the Common making a short film on behalf of a local business. The company have their own in-house registered drone pilot and are fully compliant and up to date with CAA training.
Council was asked to note that in the past a similar request had been denied and therefore further consideration was required at this stage.
It was RESOLVED that;
the permit be approved and that the offer of the film would be accepted.
FC/18/026 King’s Wood Car Park
Council was asked to consider the installation of two height barriers and 10 bollards at the car park above. This installation would secure the car park from any commercial parking during the day or night. Council was unanimous to the securing of the car park.
It was RESOLVED that;
Quote B be approved for the installation of the height barriers and bollards.
FC/18/027 Trailer
Council was asked to consider a request from the Warden for the purchase of a trailer to transport both the Kubota and Stiga mowers to our sites. The request had arisen due to the grounds team experiencing several near misses with other vehicles on the road, through no fault of their own along with the general poor condition of the road surfaces having a detrimental effect on the mowers. Therefore, a recommendation to purchase a trailer under health and safety grounds was brought for consideration.
It was RESOLVED that;
the purchase be approved of a 1264 General Purpose Trailer to include spring assisted ramp tailboard, alloy treadplate floor and wheel clamp with a price no higher than £2,960.00 to be taken from the Plant and Equipment EMR.
FC/18/028 LAF Application
Council was asked to consider a match funded application for bollards at the entrance of Wheeler Avenue, Tylers Green for submission prior to the deadline date of 31 August 2018. The approval was requested as in principle, subject to costings being received from Transport for Bucks.
It was RESOLVED that;
an in principle LAF submission for bollards be approved.
FC/18/029 Royal British Legion, Queensmead Road
Following the inclusion of the above building on the Asset of Community Value register, Council was asked to note that a further sale notification had been received.
It was RESOLVED that;
there was no action to be taken until the planning application stage.
FC/18/030 Queensway Cemetery
Council was asked to consider formal consent to Wycombe District Council’s proposal for a cemetery.
It was RESOLVED that;
formal consent for a cemetery at Queensway be approved.
FC/18/031 Informal Council Meeting
Council was asked to note the date set for the Informal Council meeting – Tuesday 16 October 2018 at 7.30pm. Members were asked to suggest items for consideration at the meeting or to subsequently notify the Clerk or Chairman of Council.
FC/18/032 Questions by Members of the Council
Cllr Herschel asked about the progress of the works to repair the pavement/sinkhole outside Aries House in Flackwell Heath and asked that the Clerk contact the owner for a timescale for the repair and feedback.
Cllr Digby advised the following her attendance at Bowls Club meeting in Flackwell Heath a request had been made for disabled access through to gate and to the clubhouse. This item to be included on the next Open Spaces agenda for consideration.
Cllr Miller asked about the progress being made on the website.
The Clerk advised that a meeting of the working party had not yet been arranged due to the holiday season.
Cllr Jordan advised that overhanging branches over the pavement in Station Road, Loudwater were no making it unsafe for pedestrians.
Transport for Bucks to be advised via the BCC website.
FC/18/033 Public Participation
There was no public participation.
FC/18/034 Accounts for Payment
Accounts for payment were circulated at the meeting for the approval of members.
It was RESOLVED that;
the accounts for payment be approved and cheques numbered 9606 to 9612 be signed and that the BACS payment to Payflow and direct debits to Unicom, Barclays, EE, E-ON, Npower, Shell (Fuel Card Services) and SSE be approved for payment.
The chairman thanked members for their attendance and closed the meeting at 8.36pm
