COUNCIL AGENDA

Members of the council are summoned to attend the meeting to be held at 7.30 pm at the
Council Office, Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS

The meeting is open to members of the public and press.

1. Apologies for Absence

2. Declarations of Interest and Code of Conduct
Council is asked to receive any declarations of personal or prejudicial interest by members relating to items on the agenda.

3. Council Minutes
To CONSIDER the attached minutes of the Council meeting held on Tuesday 26 June 2018 (Pages 4-6).

4. Open Spaces Committee
To CONSIDER the attached report of the Committee meeting held on Tuesday 10 July 2018. (Pages 7-11)

5. Works & Services Committee
To CONSIDER the attached report of the Committee meeting held on Tuesday 24 July 2018. (Pages 12-14)

6. Planning Meetings
To CONSIDER the attached reports of the Planning Meetings held on Tuesday 26 June 2018 (Pages 15-16), Tuesday 10 July 2018 (Pages 17-18), Tuesday 24 July 2018 (Pages 19-20) and August A (Page 21). A late comment was submitted to Wycombe District Council following further consideration of application 18/06559 Carport at May Cottage, Hammersley Lane (Page 22).

7. Co-Option to the Council
Flackwell Heath Membership

A casual vacancy for a Flackwell Heath member arose in February 2018 following the resignation of Lenny White.

Written notification was provided to the District Council’s Electoral Services division under the provisions of the Local Government Act 1972 s 84(c). The by-election possibility period of 14 days following the date of notification expired without any names put forward to the Council for candidates for the vacant post. This District Council confirmed that the Parish Council may now fill the post by way of co-option.

Nominations are invited at the meeting.

The successful candidate will be duly appointed once he/she signs the Declaration of Acceptance of Office to agree to abide by the Parish Council’s Code of Conduct. New members of the council will also be required to sign a Declaration of Interest statement.

8. Track 6 Re-surfacing – top section to car park
Council is asked to further CONSIDER and, if so minded, APPROVE the recommendation to proceed with Quote B for the re-surfacing of the above track as at cost of £14,000. The works to include;

• Regrading surfacing removing any unrequired spoil – being aware of levels of neighbouring properties.
• Compacting surface making good uneven areas – firming up area at car park entrance
• Spraying compacted sub base
• Laying shingle and rolling in
• Installation of drain with soakaway
• Car park – re-graded

Council is asked to NOTE that contributions are being sought from the residents living along the track to assist with the overall cost.

9. Railway Land – Sustrans Feasibility Study
Council is asked to NOTE the attached letter and plan received from Sustrans who have been asked to undertake a feasibility study on behalf of Bucks County Council on the creation of a shared use walking and cycling path along the disused railway line. APPENDIX A

10. Permit Request
Council is asked to CONSIDER a request from a company to fly a drone over the Common making a short film on behalf of a local business. The company have their own in-house registered drone pilot and are fully compliant and up to date with CAA training.

Council is asked to NOTE that in the past a similar request has been denied and therefore further consideration is required at this stage. Council is asked to APPROVE the next course of action.

11. King’s Wood Car Park
Council is asked to CONSIDER and, if so minded, APPROVE the installation of two height barriers and 10 bollards at the car park above. This installation would secure the car park from any commercial parking during the day or night.

Quotes received for the potential installation of the height barriers and bollards for consideration are as follows;

Bollards with a reflective band direct from the supplier range up from £108.00 each

12. Trailer
Council is asked to CONSIDER and, if so minded, APPROVE a request from the Warden for the purchase of a trailer to transport both the Kubota and Stiga mowers to our sites.

During the cutting season when the mowers have needed to go to sites via the road, the grounds team have on several occasions experienced near misses with other vehicles on the road, through no fault of their own and the general condition of the road surfaces is also having a detrimental effect. Therefore, a recommendation to purchase a trailer under health and safety grounds is being brought for consideration. The Warden has provided information of a suitable trailer;

1264 General Purpose Trailer to include spring assisted ramp tailboard, alloy treadplate floor and wheel clamp with a retail price of £2,960.00.

It is hoped that if the purchase is approved this price would be discounted by one of our suppliers.

13. LAF Application
Council is asked to CONSIDER and, if so minded, APPROVE a match funded application to be submitted for bollards at the entrance of Wheeler Avenue, Tylers Green. This approval is being requested as in principle, subject to costings being received from Transport for Bucks.

Council is asked to NOTE that other sources of funding will also be sought.

14. Royal British Legion, Queensmead Road
Following the inclusion of the above building on the Asset of Community Value register, Council is asked to NOTE that a further sale notification has been received APPENDIX B

Council is reminded of the decision made at the Special Council meeting held on Thursday 9 February 2017 were – It was RESOLVED that;
an expression of interest be sent to Wycombe District Council which would allow for a further 6 month period to elapse before the sale – giving time to raise community based interest.

Council is asked to APPROVE the next course of action.

15. Queensway Cemetery
Council is asked to CONSIDER and APPROVE formal consent to Wycombe District Council’s proposal for a cemetery. Minutes of the meeting held at Wycombe District Council were noted at the last Finance & General Purposes meeting in June.

16. Informal Council Meeting
Council is asked to NOTE the date set for the Informal Council meeting is Tuesday 16 October 2018 at 7.30pm. Members are asked to suggest items for consideration at the meeting or to subsequently notify the Clerk or Chairman of Council.

17. Questions by Members of the Council
At the time of agenda dispatch, no questions by members have been received.

18. Public Participation
Members of the public are permitted to make representations, ask and answer questions, as well as give evidence in respect of any item of business included in the agenda. A fifteen minute period is permitted in total. If the Chairman of Council agrees, questions can be taken at the beginning of the Council meeting. Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.

19. Accounts for Payment
Any accounts for payment are to be circulated at the meeting for the approval of members. Members are reminded to declare any personal or personal and prejudicial interests in any items submitted.
