COUNCIL AGENDA

Members of the council are summoned to attend the meeting to be held at 7.45 pm at the
Council Office, Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS
The meeting is open to members of the public and press.

2. Declarations of Interest and Code of Conduct
Council is asked to receive any declarations of personal or prejudicial interest by members relating to items on the agenda.
3. Council Minutes
To CONSIDER the minutes of the Council meeting held on Tuesday 18 December 2018 (Pages 3-4).
4. Open Spaces Committee
To CONSIDER the report of the Committee meeting held on Tuesday 15 January 2019 (Pages 5-7)
5. Works & Services Committee
To CONSIDER the report of the Committee meeting held on Tuesday 12 February 2019 (Pages 8-9)
6. Finance & General Purposes Committee
To CONSIDER the report of the Committee meeting held on Tuesday 12 February 2019 (Pages 10-12)
7. Planning Meetings
To CONSIDER the reports of the Planning Meetings held on Tuesday 18 December 2018 (Pages 13-14), Tuesday 15 January 2019 (Pages 15-16) and Tuesday 12 February 2019 (Page 17).
8. Co-option of Flackwell Heath Member
A casual vacancy for a Flackwell Heath member arose in June 2018 following the resignation of Lilianne Pinner.
Written notification was provided to the District Council’s Electoral Services division under the provisions of the Local Government Act 1972 s 84(c). The by-election possibility period of 14 days following the date of notification expired without any names put forward to the Council for candidates for the vacant post. This District Council confirmed that the Parish Council may now fill the post by way of co-option.
Nominations are invited at the meeting. If there is more than one nomination then each person will be invited to address Council for a maximum of 5 minutes and answer any questions prior to Council making a decision.
The successful candidate will be duly appointed once he/she signs the Declaration of Acceptance of Office to agree to abide by the Parish Council’s Code of Conduct. New members of the council will also be required to sign a Declaration of Interest statement.
9. Standing Order Amendments
Council is asked to CONSIDER the recommendation from the Finance & General Purposes committee to APPROVE the amendments from NALC to the Standing Orders. APPENDIX A (Pages 18-21)
10. Budget Lines 2018/19
Council has recognised that there are sufficient funds in the General Reserve to progress projects for which there are insufficient funds in the appropriate budget line. Council is asked to CONSIDER the recommendation from the Finance & General Purposes committee to APPROVE the Clerk be authorised to overspend the budget lines for the following items:
Cemeteries – Altona Road extension path replacement – grounds maintenance – (£4,500)
Allotments – Shed at Ashley Drive – grounds maintenance – (£2,500)
King’s Wood – Improvements to car parking area/picnic path – grounds maintenance – (£7,200)
10.1 Budget 2019/20
Council is asked to CONSIDER the recommendation from the Finance and General Purposes Committee to APPROVE the Budget for 2019/20. APPENDIX B (Pages 22-28).
Council is asked to NOTE that an adjustment has been made to the Budget and is asked to APPROVE the proposal to reduce the General Reserve by £23k preserving the CIL budget for other projects.
11. Internal Auditor
Council is asked to CONSIDER and, if so minded, APPROVE the re-appointment of Mr E Newhouse as the council’s Internal Auditor for the financial year 2018/19. The internal audit will cost £300.00 with an additional £70.00/hr fee for extra work.
12. Shadow Transitional Council Briefing
Council is asked to RECEIVE a short briefing from Cllr Wood on the Shadow Transitional Council.
13. Questions by Members of the Council
At the time of agenda dispatch, no questions by members have been received.
13. Public Participation
Members of the public are permitted to make representations, ask and answer questions, as well as give evidence in respect of any item of business included in the agenda. A fifteen minute period is permitted in total. If the Chairman of Council agrees, questions can be taken at the beginning of the Council meeting. Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.
14. Accounts for Payment
Any accounts for payment are to be circulated at the meeting for the approval of members. Members are reminded to declare any personal or personal and prejudicial interests in any items submitted.
