CHEPPING WYCOMBE PARISH COUNCIL
COUNCIL AGENDA
Thursday 15 October 2020
Members of the council are summoned to attend the meeting to be held at 7pm via Microsoft Teams
Under the Local Authorities and Police and Crime Panels (Coronavirus)(Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (4 April 2020) allowing Local Authorities flexibility to hold meetings at a time, day and frequency to suit their own needs, without the requirement for further notice.
The meeting is open to members of the public and press.
1. Apologies for Absence
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.
2. Declarations of Interest and Code of Conduct
To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.
i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

8. Policies and procedures
Council is asked to CONSIDER the recommendation from the Finance & General Purposes Committee to APPROVE for adoption the following policies APPENDIX A

Council is asked to NOTE that a Lone Working Risk Assessment will be reviewed at the next Finance & General Purposes Committee meeting in November.
Council is also asked to NOTE that a further policy – Harassment & Bullying will be brought to a future meeting for consideration.
9. Virement from the General Reserve
Straight Bit Recreation Ground
Members were asked to CONSIDER, and if so minded, APPROVE the recommendation from the Open Spaces Committee to vire £16,530 from the general reserve to allow the replacement of the play surface under the large tower at the above site. The surface has been patch repaired over the last two years, however there is now also considerable shrinkage causing trip hazards. Due to the vandalism of the surface the guarantee is void.
10. Drones
Council is asked to CONSIDER a request to fly a drone at the Green Dragon Recreation Ground. The ‘pilot’ is currently awaiting his permission from CAA for commercial flying, on receipt of this permission he will need to complete a mandatory 45 minutes of flying training per month and the Green Dragon Recreation Ground apparently meets the criteria for distancing rules and CAA Class D airspace – see APPENDIX B

11. Trees
11.1 Boundary of Mobile Home Park/Rayners Avenue, Loudwater
Council is asked to NOTE this issue brought to their attention by Cllr Jordan. The trees on the above boundary have grown extremely tall and are now causing concern to the residents of the Mobile Home Park. The trees were part of the Wycombe Woodland Project undertaken by the Chiltern Rangers, however, there has been no work undertaken on them for several years. APPENDIX C
11.2 Magpie Wood Lot 2
Council is also asked to NOTE that the trees at the above site that border the footpath running up Rayners Avenue are now extremely tall.
12. Community Board
Council is asked to NOTE that a bid for funding to create dementia friendly villages within the parish was successful. Council is now asked to APPROVE a match funding amount of £700.00 with a view to printing leaflets, purchasing roll up banners etc to promote this project.
In light of the application process for projects via the Community Board, council is asked to CONSIDER creating a budget line with an amount which could be used as matched funding for council approved projects.
Council is asked to RECEIVE a verbal report from Cllr Barron our Community Board representative.
13. Council Priorities
Members are asked to bring to the meeting suggestions for the Council’s priorities going forward. Members are asked to NOTE the current list is attached at APPENDIX D
14. Questions by Members of the Council
At the time of agenda dispatch, no questions by members have been received.
15. Public Participation
Members of the public are permitted to make representations, ask and answer questions, as well as give evidence in respect of any item of business included in the agenda. A fifteen-minute period is permitted in total.
Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.

Accounts for payment were attached to the agenda for councillors to note.
