COUNCIL AGENDA
Thursday 25 Feburary 2021

Members of the council are summoned to attend the meeting to be held at 7pm via Microsoft Teams
Under the Local Authorities and Police and Crime Panels (Coronavirus)(Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (4 April 2020) allowing Local Authorities flexibility to hold meetings at a time, day and frequency to suit their own needs, without the requirement for further notice.

The meeting is open to members of the public and press

1. Apologies for Absence
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.

2. Declarations of Interest and Code of Conduct
To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.
i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

To CONSIDER the attached reports of the Planning Meetings held on Tuesday 15 December, Tuesday 12 January 2021, Tuesday 26 January 2021 and 9 February 2021 (Pages 18-28)

8. Hazlemere Neighbourhood Plan
Council is asked to welcomed Cllr Jane Baker and Cllr Paul Fleming from Hazlemere Parish Council, who would like to give an overview of their progress;

‘Hazlemere Parish Council has recently embarked on a feasibility study of the advantages of producing a Neighbourhood Plan for Hazlemere Parish. Whilst they are in the very early stages, an issue has been identified relating to the many current Wycombe and Chiltern development sites (Gomm Valley, Terriers Farm, Tralee Farm, Skimmers Field and The Orchard) which sit either in or just outside their parish boundary but may have a direct impact on our community. Terriers Farm has the offset for recreational and open space land for the Gomm Valley site(s) and equally the Gomm Valley has educational offset for Terriers Farm site. As a result, ‘leisure traffic’ will come to Hazlemere and ‘educational traffic’ will go to the Gomm Valley. We are therefore considering how we could work most effectively with neighbouring parishes, particularly when assigning our designated area.’

Council is asked to CONSIDER the above issues, and if so minded, appoint a representative from the parish council to work alongside Hazlemere Parish Council.

9. E-Scooter Trial
Council is asked to CONSIDER support for the Buckinghamshire Council Zipp e-scooter project.

Council is asked to NOTE that rigorous testing, has deemed some road too steep these include Cock Lane and Hammersley Lane. These would be restricted using the geo-fencing.

Potential parking bay locations could be at the following locations and are shown on the map attached, APPENDIX A with the two below being within our parish boundary, any further suggestions for parking locations would be welcomed;

10. Internal Auditor Appointment
Council is asked to CONSIDER the recommendation from the Finance and General Purposes Committee to APPROVE the re-appointment of Mr E Newhouse as Internal Auditor for the financial year 2020/21.

11. Grants
11.1 Tylers Green First School
Council is asked to APPROVE the recommendation from the Finance & General Purposes committee of an award of 50% of the cost of the wif-fi alarm, up to a total of £2,000.

11.2 Flackwell Heath Scouts & Guides
Council is asked to APPROVE the recommendation from the Finance & General Purposes committee that the grant request of £1,500 as a contribution towards the waste-water treatment plant be re-instated and paid.

12. Earmarked Reserves
12.1 Works & Services committee – Cemeteries EMR
Council is asked to APPROVE the recommendation from the Finance & General Purposes committee to increase the year end transfer by £10,000 into the Cementeries EMR. The transfer will be made up from the surplus in the Cemeteries income budget line.

12.2 Open Spaces committee – Play Equipment EMR
Council is asked to APPROVE the recommendation from the Finance & General Purposes committee to transfer £40,000 from the General Reserve into the Play Equipment EMR to complete the Straight Bit Recreation Ground in Flackwell Heath.
13. Green Dragon Lane Recreation Ground – Mast
Council is asked to APPROVE for signature the attached APPENDIX B Licence to Assign relating to the mast at the above site. The licence to assign permits the current leaseholders, EE and Hutchison 3G to assign the lease to On Tower UK Ltd. On Tower will pay £3,000 to the parish council on completion and pay the legal costs of dealing with this licence.

The terms of the agreement are set out in the attached APPENDIX C

14. Woodmans Cottage, Totteridge Common
Council is asked to APPROVE for signature the attached Deed of Grant APPENDIX D for access to the above property over one of the council owned tracks on the Village Green. The owners of the property have covered all the legal fees relating to the Deed.

15. Questions by Members of the Council
At the time of agenda dispatch, no questions by members have been received.

16. Public Participation
Members of the public are permitted to make representations, ask and answer questions, as well as give evidence in respect of any item of business included in the agenda. A fifteen-minute period is permitted in total.

Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.

17. Accounts for Payment
Accounts for payment to be circulated for councillors to note.
