COUNCIL AGENDA

 

Members of the council are summoned to attend the Council meeting to be held on Tuesday

 18 October 2022 at 7.30pm at the Council Chamber, Cock Lane, Tylers Green, Bucks  HP10 8DS

 

 

Members of the public are permitted to make representations, ask and answer questions, in respect of any item of business included in the agenda.   A fifteen-minute period is permitted in total.

 

  1. Apologies for Absence

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.

 

  1. Declarations of Interest and Code of Conduct

To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.

  1. i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
  2. ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

 

Council is asked to welcome Mark Humphries from St Peter’s Church, Loudwater.  Mark was invited to give an update on the work the church is undertaking.

Council is also asked to NOTE the schedule of applications from June and September APPENDIX A (pages 35-36), showing eventual outcomes of the parish council submitted objections.

 

 

  1. Letter of Condolence

Council is asked to NOTE that a letter of condolence was sent to The Private Secretary to His Majesty The King on behalf of the parish council. The letter included details of where the books of condolence will be held for each ward.

 

  1. Grant Application – Chiltern Rangers CIC (partner of Revive the Wye)

Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Finance & General Purposes committee to award a grant in the sum of £500.00 as a contribution towards an information board about special chalk streams.  The original sum requested was £3,050.00.

 

Council is asked to NOTE that an application from the Village Pre-school, Tylers Green was also received requesting a grant of £1,500 to enhance the provision of care and education offered at the pre-school through staff training.   This application was not supported.

 

  1. Risk Register

Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Finance & General Purposes committee to adopt the revised Register APPENDIX B (pages 37-43). 

 

  1. Emergency Plan

Following the talk on the Resilience Framework  and  emergency planning with the Resilience Officer from Buckinghamshire Council, Council is asked to CONSIDER and, if so minded, APPROVE the creation of a task and finish group to work on a plan to cover the three wards, some areas being generic with other specific items to each ward.

 

  1. Community Board Projects

Council is asked to RECEIVE a verbal update on progress from Cllr Barron/Cllr D Johncock.

 

  1. Litter Scheme

Council is asked to CONSIDER a review of the Litter Scheme, we currently only have 3 people on the scheme. APPENDIX C (page 44)

 

  1. Play equipment – Green Dragon Lane Recreation Ground

Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Open Spaces committee the sum of £12,820.96 for the supply and installation of the equipment with a further £3,000 for the removal of the concrete under the cricket practice carpet.

 

  1. Community Assets

Council is asked to NOTE that the criteria for listing Community Assets has changed and become more detailed and the clerk is working through those buildings in our area that it might still be possible to register. The Community Centre in Flackwell Heath has now been entered onto the register and at the moment it appears that only The Boys Club and The Horse and Jockey may be eligible from those we listed before.

 

  1. No Entry Sign Request – Rays Lane, Tylers Green

                Council is asked to CONSIDER and, if so minded, APPROVE the following request from a resident;

 

‘Would it be possible to make Rays Lane over the common one way, thus making the entrance from outside of the Village Hall on Church Road a ‘No Entry’. We find we are increasingly having to reverse all the way back down over the humps when meeting cars from the Village Hall end, the occupants mostly people who do not live here and are just using it as a cut through’.   APPENDIX D (page 45)

 

  1. Questions by Members of the Council

Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.
