COUNCIL AGENDA
Members of the council are summoned to attend the Council meeting to be held on Thursday,
27 April 2023 at 7.30pm at the Council Chamber, Cock Lane, Tylers Green, Bucks HP10 8DS
Members of the public are permitted to make representations, ask and answer questions, in respect of any item of business included in the agenda. A fifteen-minute period is permitted in total.
- Apologies for Absence
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.
- Declarations of Interest and Code of Conduct
To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.
- i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
- ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

- 5 Year Plan
Council is asked to NOTE the revised 5 Year Plan APPENDIX B (page 26). The revisions are the addition of an MVAS line and the removal of the Broxap bins as these have been picked up by Buckinghamshire Council
- Community Board Projects
Council is asked to RECEIVE a verbal update Cllr Barron giving any updates from the recent Community Board meeting.
All members of the Council are encouraged to bring forward possible projects for submission to the Community Board.
- Annual Return and Governance Statement
Council is asked to CONSIDER the recommendation from the Finance & General Purposes Committee to APPROVE for signature the completed annual return and governance statement. Council is asked to NOTE the dates for the exercise of public rights being 5 June to 14 July 2023. APPENDIX C (pages 27-38)
- Straight Bit Recreation Ground
Council is asked to CONSIDER the options (APPENDIX D (pages 39-42) for the replacement boat at the above site as discussed at the Open Spaces Committee. The favoured boat is option 2 however, this would be dependent on the insurance company, who are currently assessing the claim.
Council is asked to APPROVE the delegation of the final decision to the Chairman of Council and the clerk in conjunction with the Chairman of Open Spaces once an offer from the insurance company has been received.
Council is asked to NOTE that the current balance in the Play Equipment EMR stands at £22,828.00.
- Grants
Council is asked to NOTE the budget line amount for grants in the new financial year is £5,000.
14.1 Tylers Green First School
Council is asked to APPROVE the recommendation from the Finance & General Purposes committee to award a £2,000 grant as a contribution towards a new sound system and screen to assist with the development of sign language use. The schools’ request was for £2,000.
- Joint Skatepark Project with Wooburn & Bourne End Parish Council
Council is asked to RECEIVE a verbal update from Cllr D Johncock on the outcome of the joint CWPC-W&BEPC Skatepark Working Group to date and to AGREE the recommendations of this Working Group on the way ahead. A copy of a presentation has been sent under separate cover via email.
- Meeting Date Change
Council is asked to CONSIDER the change in date for the Works & Service Committee from Thursday 16 November to Thursday 26 October as agreed by the Chairman & Vice-chairman of committee.
- Questions by Members of the Council
At the time of agenda dispatch, no questions by members have been received.
- Public Participation
Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.
