ANNUAL PARISH MEETING

 

Minutes of the Meeting held on Wednesday 1 June 2022 at 7.00pm

at the Council Offices, Cock Lane, Tylers Green

 

Chairman of the meeting:  Cllr K Wood – Chairman of the Council

 

The following council members were also present:

Cllr J Gurney, Cllr C Dodds, Cllr L Willis, Cllr C Jordan, Cllr I Forbes, Cllr C Jordan,  Cllr L Johncock, Cllr D Johncock, Cllr S Herron, Cllr H Darch, Cllr A Barron, Cllr R Wilks and Cllr S Barrett

 

The attendance book was signed by:

1 resident from Tylers Green, CWPC Warden, CWPC Asst Clerk, CWPC Clerk and Cllr H Arif (BC) and Cllr N Thomas (BC)

 

1. Welcome

Cllr Wood welcomed everyone and provided an outline of the meeting.  Advising that the parish council had had a busy year coming out of lockdown.

 

Cllr Wood paid tribute to Cllr Robert Kin who had sadly passed away earlier in the year, he would be greatly missed for all the work he did with the Food Hub, the Mobile Vehicle Activated Signs (MVAS) and the Santa Sleigh.  He had made a great contribution, being the ‘go to guy’ when things needed to be done and always had a smile and a good word to say.  He had been with the council since August 2018.

 

Cllr Wood also mentioned and thanked the two longstanding councillors – Cllr John White and Cllr Mike Wilkes who had retired from service at the beginning of the council year in May.  She welcomed and introduced the two new councillors following the elections – Cllr Steven Barrett (Tylers Green) and Cllr Luca Webb (Flackwell Heath)- unfortunatey Luca had not been able to attend the meeting.

 

2. Apologies for absence:

Apologies for absence were received and accepted from Cllr  L Webb and Cllr J Herschel.

 

 

3. Minutes of the last annual parish meeting

The minutes of the meeting held on Wednesday 3 April 2019 were approved and signed as a true record of the meeting.

 

There were no matters arising from the minutes.

 

4. Finance & General Purposes Committee

Cllr Forbes – Chairman of the committee advised those present;

• The parish council had extremely healthy balances. The Precept was set at a nil increase for 2021/22 with an expected rise of 3.1% for 2022/23.
• Our Community Infrastructure Levy receipts were healthy with more funds anticipated and there was a good unspent balance. This would be used for community benefit projects.
• Ashwells Development still ongoing but will be a source of Community Infrastructure funds.
• Audits – continuing to go well – thanks to the Clerk
• Neighbourhood Action Group – the parish council will be holding the funds from the NAG and supporting the MVAS.
• Community Board – Cllr Barron is the representative and gave a report to the meeting (attached)

 

 

5. Open Spaces Committee

Cllr Willis, Chairman of the committee advised the following;

• Flackwell Heath;
• Orchard Green hedge –last phase completed.
• The play equipment working party is currently working on additional items for Straight Bit Recreation Ground.
• Small playground has been designed for Green Dragon Lane Recreation Ground and it was hoped that it would be completed within the year.

 

• Loudwater;
• Trial holes at Derehams Lane Recreation ground were required to assess the possible re-positioning of the entrance. The sub group has been reformed and will be working towards plans for the redevelopment.
• Currently there are 3 senior teams using the site with the possibility of a junior team for the new season.
• Magpie Wood – Cllr Jordan has taken this woodland under his wing and has been tidying/coppicing the trees to make the site more appealing and accessible.

 

• Tylers Green;
  • King’s Wood –Ash Dieback has started to take a hold of the trees and is being constantly monitored.
  • Tylers Green Management Plan – ongoing work to improve both the back and front commons.

 

Since coming out of lockdown there have been issues with obtaining contractors for large jobs and also sourcing some raw materials.  However, the grounds team have been undertaking the jobs in-house.

 

6. Works, Services & Planning Committee

Cllr Dodds, Chairman of the committee advised the following;

This committee looks after cemeteries, war memorials, bus shelters, footway lighting, the office complex, machinery and vehicles, gates and stiles and street furniture.

 

Works that has of will be completed within the year;

 

• Cemeteries

Access paths at Hammersley Lane Garden of Rest and also St Margaret’s Churchyard to the shed have been completed with self-binding gravel

Cock Lane – post and rail fencing added to the end of the extension area to stop the site from being used as a cut through.

Altona Road – planter completed to the centre of the extension paths.

 

• LED Footway lighting – Now have a company that undertakes the maintenance.

 

• Office Complex – we are currently waiting for Building Control to approve the plans for the internal refurbishment of the office. We are hopeful that this will be started within the financial year.

 

• The bus shelter at Northern Woods has been replaced.

 

• Half bell bollards have been sourced for the area around the war memorial in Flackwell Heath in the hope that this will stop cars from driving up onto the grass area.

 

• The depot roof has been replaced with new guttering.

 

8. Questions from members of the public

There were no questions.

 

9. Vote of thanks

The chairman of the meeting Cllr K Woods proposed a vote of thanks to the council’s staff; Wendy,

Cheryl and Suzanne in the office along with Johnathan and Darren the grounds team who had stepped

up brilliantly in Graeme’s absence.  Best wishes for a speedy recovery to Graeme who was currently off-

sick.

 

Members were also thanked for their continued support throughout the year.

 

 

The chairman of the meeting declared it closed at 7.35, thanked everyone for their attendance and invited all to stay for refreshments and an opportunity to speak to members of the council present.
