CHEPPING WYCOMBE PARISH COUNCIL

Report of the Council meeting to be held on Tuesday, 16 June 2020 at 2pm via Microsoft Teams
Under the Local Authorities and Police and Crime Panels (Coronavirus)(Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (4 April 2020) allowing Local Authorities flexibility to hold meetings at a time, day and frequency to suit their own needs, without the requirement for further notice.

FC/20/011 Apologies for Absence
There were no apologies for absence received.

FC/20/012 Declarations of Interest and Code of Conduct
There were none.

FC/20/013 Council Minutes
It was RESOLVED that;
the minutes of the Council meeting held on Tuesday 19 May 2020 be an accurate record and were approved.

FC/20/014 Planning Meetings
It was RESOLVED that;
The report of the planning meeting held on 2 June 2020 be approved.

FC/20/015 Co-Option to the Council
Tylers Green Membership

Following the resignation of Mr Peter Miller in December 2019 a vacancy arose in the Tylers Green ward.

Written notification was provided to the (then) District Council’s Electoral Services division under the provisions of the Local Government Act 1972 s 84(c). The Council confirmed that the Parish Council could fill the post by way of co-option.

The nomination of Mr D Johncock was received from Cllr Wood and seconded by Cllr Darch at the meeting.

Mr Johncock said a few words and left the meeting while council deliberated and voted. Mr Johncock was co-opted on to the council; the Declaration of Acceptance of Office and a Declaration of Interest statement were emailed directly for completion and return to the office.

Cllr L Johncock abstained from the vote being related to the nominee

FC/20/016 Open Spaces Committee Update
1 Track 4 progress report
Council was asked to note that following the Open Spaces meeting on 10 March the Clerk contacted the company Surtees Groundworks as requested. Council was asked to note that with the authority of the Finance & General Purposes chairman the works have been ordered at a cost of £1,287.50 plus VAT with a view to keep the project moving.

2 Potholes – Rays Lane and Bank Road
Council was asked to note that the previously approved works at the above sites would start week commencing 29 June at a cost of £2,650.00

3 Straight Bit Recreation Ground car park
Council was asked to note that the previously approved works to repair the car park surface would start week commencing 29 June at a cost of £2,164.00.

4 Apron to Track 6, Tylers Green
Council was asked to note that the previously approved works to the apron of Track 6 would start week commencing 29 June at a cost of £4,460.00.

5 Path from New Road up to Track 4
Council was asked to note that quotations were being obtained for the improvement of the surface with a view to mitigating the flooding issues which make the surface muddy and difficult to use.

It was noted that the quotes should be for raising the height of the path and at this stage not to include for a soakaway or other drainage.

FC/20/017 Works & Services Committee
1 Bus shelters
Council was asked to note that following communication with the BCC Transport Team with regards to the potential bus shelter sites at Heath End Road, Flackwell Heath; Robinson Road, Loudwater and Kingsmead Road at Mallard Place, Loudwater there are no objections from them to our proposals.

Council was asked to consider obtaining quote for each of these sites.

It was RESOLVED that;
approval be given for obtaining quotations for the above sites.

It was noted that a consultation would need to be undertaken with the residents concerned.

2 Office Refurbishment
Council was asked to review the revised drawing for the re-configuration of the office and the ballpark figure in the region of £22,000.00 for the works and, if so minded, obtaining three firm quotes for the works for further consideration.

It was RESOLVED that;
approval be given for the obtaining of quotations.

It was noted that queries were raised over the need for a fire exit to the Clerk/Accounts office this will be investigated.

3 Cock Lane Cemetery Path and Driveway
Council was asked to consider one of the quotations for replacing the loose gravel surface of the top path with self-binding gravel, creating a new path of self-binding gravel through the new cremation area and laying a plastic ground reinforcement material on the lower path.

It was RESOLVED that;
Quote A be approved in the sum of £9,900.00

It was noted that the question of quality was raised and the Clerk advised that the chosen contractor was one of the council’s ‘approved’ contractors and the quality of the work was good.

4 RTV – Cabbed Utility Vehicle
Council was asked to consider a request from the Warden to purchase an RTV 4 w/d utility vehicle for use in the wood and to completely cover the work required on the Common and Derehams football pitches.

Council was asked to note that it had only been possible to obtained two quotations as the companies concerned are the local dealers. Expenditure would be covered by the EMR Vehicles line that currently has a total of £51,401.00.

It was RESOLVED that;
Quote A be approved in the sum of £16,040.00

It was noted that an electrical vehicle was not available at the present time and the diesel engine was more efficient. A tracker for the vehicle would be investigated. Running costs for the vehicle had also been considered prior to bring the purchase to Council.

FC/20/018 Finance & General Purposes Committee
1 Health & Safety
Council was asked to note that there had been one incident since the last Finance & General Purposes committee meeting in February.

One member of the grounds team twisted his ankle; he stepped from a painting platform while re-surfacing the noticeboard at the Loudwater War Memorial and his foot slipped down between the grass edge and shrub bed. His ankle was swollen with significant bruising, but he returned to work after taking 2 days off to rest. More care to be taken in future and no further action required.

2 Council Finances
Council was asked to note the summary of income and expenditure by committee. (Period 2 May).

Cllr Forbes advised that the budget was currently running as expected however did raise the point that some areas of income would be reduced due to the current COVID 19 epidemic as rents had been waived.

FC/20/019 Committee Membership
Council was asked to consider membership of the standing committees – Open Spaces, Works and Services and Finance and General Purposes with a view to allocating spaces for new members.

It was RESOLVED that;
The following be approved, Cllr Herron would sit on Open Space, Cllr Alec Barron would sit on Works & Services and Cllr David Johncock would sit on Finance & General Purposes.

FC/20/020 Questions by Members of the Council
• There has been a constant issue with litter on the Common in Tylers Green, Cllr Herron, Cllr Forbes and Cllr Darch volunteered to undertake a Sunday morning bin empty on the Common.
Cllr Herron confirmed that the Penn & Tylers Green Residents’ Society would be possibly re-instating the monthly litter pick.
Cllr L Johncock advised that the Annual Spring litter pick in Flackwell Heath had to be postponed and would probably happen in August.

• Cllr Gurney asked if there was anything else the council could do about possible incursion by travellers at Derehams and other sites.
The Warden is doing all he can to protect our sites and we have been fortunate in having particularly vigilant residents near Derehams Lane Recreation Ground, who have been quick to act.

• Cllr Jordan asked if the war memorial would be impacted by the proposed development of the old British Legion building on Queensmead Road.
The Clerk advised that the development was only using the curtilage of the exiting building so the war memorial would not be affected.

• Cllr Kin highlighted two possible areas of weakness for traveller incursion – Juniper Lane access to the golf course and the Kingsmead Road car park.

FC/20/021 Public Participation
• Mr D Johncock asked if further signage could be provided at the play areas advising that if anyone used the equipment that is currently taped off it would be at their own risk.
This was felt to be a good idea and the clerk would arrange for signs to be erected at each play area.

FC/20/022 Accounts for Payment
Accounts for payment since the last meeting were noted as attached.

The chairman thanked members for their attendance and closed the meeting at 2.55pm
