AGENDA
1. Apologies for absence
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.
2. Declarations of members’ interests in Items on the agenda
To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.
i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

Delegated Actions
Members are asked to NOTE that since the last committee meeting in October there have been no delegated actions taken by the chairman of the committee and clerk.
AGENDA ITEM 4
Allotments
Members are asked to NOTE that the following vacancies exist at the allotment sites:
Chapel Road – 4 full plots
Ashley Drive – 2 full plots and 1 half plot
There is no-one currently on the waiting list.
4.1 Hedge/tree works to Scout Hut/Allotment path
Members are asked to CONSIDER and, if so minded, APPROVE one of the quotations obtained for the work required to the hedge running down the side of the Scout Hut site at Chapel Road.

The works to include reduce overhanging trees from the allotment site, fell any low leaning stems, sever any ivy growth, raise trees in hedge line to 3-4 metres – removing all arisings from site.

Straight Bit Recreation Ground, Flackwell Heath
6.1 Flackwell Heath Bowls Club Car Park
Following the meeting in October when the committee resolved to obtain a ‘ballpark’ figure for the 11m by 60m area for a single row of parked cars, members are now asked to CONSIDER the costing obtained of between £30k – £35k for the works with a view to determining the feasibility of the project.
6.2 Recreation Ground car park pothole repairs
Members are asked to CONSIDER and, if so minded APPROVE one of the quotations obtained for the repair of the potholes currently in the car park.

AGENDA ITEM 7
Tylers Green Common
7.1 Track 4 & Track 2
Members are asked to NOTE the ongoing problems with potholes on the above tracks. Remedial pothole filling will be undertaken to assist with the uneven surfaces.
Track 4 – Members are asked to NOTE that, with the assistance of a resident, further quotations are being obtained for a new surface and drainage. The first quotation received is in the sum of £22,500 this would cover the track from the Rays Lane junction to May Cottage a stretch of 100 metres, the contractor advises that this would leave a porous surface therefore further drainage is probably not necessary. Two further quotations are expected, but were not available for inclusion on the agenda.
7.2 Pothole repairs – Bank Road & Rays Lane
Members are asked to CONSIDER and, if so minded, APPROVE one of the quotations obtained to repair the potholes at the above sites.

7.3 Tylers Green Management Plan
Members are asked to NOTE the extracts from the Management Plan at APPENDIX A, showing works completed and in hand for the year 2019/20 in Compartment 1 and works scheduled for 2020/21 in Compartments 2 and 3.
7.4 Tree works
Members are asked to CONSIDER and, if so minded, APPROVE one of the quotations obtained for the following works to the Memorial trees on the Front Common.

King’s Wood, Tylers Green
Following the last committee meeting in October when members were advised that works would need to be started on the removal of ash trees suffering from ash die back, members are now asked to CONSIDER and APPROVE one of the quotations obtained for the following works;

Loudwater Bowls Club
Members are asked to NOTE that the Bowls Club have requested a repair to the slope leading from their car park. The Clerk and Warden will visit the site and instigate the necessary maintenance works.

Playground Updates
Members are asked to receive updates from the working parties.
10.1 Ashley Drive Recreation Ground
Members are asked to NOTE that the play equipment has now been installed. The play area fencing will now be re-addressed.

Orchard Green Hedge
Members are asked to NOTE that the contractor started the next phase of the hedge removal on Monday 6 January. The new hedging will be replanted by the grounds team during the week beginning 13 January 2020.

Members are asked to CONSIDER and APPROVE one of the quotations obtained to complete the tree work to the rear of Bay Tree Close.

Tree Planting Programme
Members are asked to CONSIDER a suggestion that, as part of the tree planting programme, trees could be planted along the back common boundary behind the doctors’ surgery up to Church Road, also in the cemeteries and on the allotment sites. Members are encouraged to bring suggestions along to the meeting for areas that need new or replacement trees.
