Report of the meeting held on Thursday, 31 May 2018 commencing at 7.30pm
in the Council Chamber, Cock Lane, Tylers Green, High Wycombe, Bucks HP10 8DS

The meeting is open to members of the public and press

Cllr White presided over the first part of the meeting.

WS/18/001 Apologies for absence
Apologies for absence were received and accepted from Cllr Digby (holiday) and Cllr Wood (meeting)

WS/18/002 Declarations of members’ interests in Items on the agenda
There were none.

WS/18/003 Election of Chairman of Committee
Members were asked to elect a Committee Chairman to serve until the new council year.

It was RESOLVED that;
Cllr Chris Dodds be elected as chairman of the committee

WS/18/004 Election of Vice Chairman of Committee
Members were asked to elect a Committee Vice Chairman to serve until the new council year.

It was RESOLVED that;
Cllr John White be elected as vice chairman of committee

WS/18/005 Delegated Action
Members were asked to note that internal plastering had been undertaken to the warden’s house. The works included re-plastering the stairwell wall that had crazed and the replacement of part of the landing ceiling that had been badly stained and bowing; works cost £1,035.

WS/18/006 Boundary Stone Update
Members were asked to note that the order had been placed for the interpretation board, and that a delivery date was currently awaited.

WS/18/007 Restoring the Record
Members were asked to receive an update from Cllr White.

Cllr White advised that he would be arranging a meeting date for ward representatives, Cllr Herschel, Cllr Miller and himself and that a further visit to Bucks County Council archives would be arranged to take the project forward.

WS/18/008 Cock Lane Cemetery
1 Use of the path
Members were asked to note that the office had received a further complaint about the use of the path by pupils from Sir William Ramsey School. The pupils had been abusive when challenged and items on the burial plots had been scattered around the cemetery.

Members were asked to note that the Clerk had been in contact with the school to report the issue and the Warden had in the past been down to the cemetery on odd days to redirect the pupils.

Members were asked to consider mitigating actions that could be instigated to discourage this distressing behaviour.

It was RESOLVED that;
The police should be advised of the situation and signs should be erected to dissuade the use of the cemetery path redirecting people away from the cemetery.

2 Cremation Plots
Members were asked to note that the small area just inside the gate, set aside for cremation plots, is nearly full. Members were asked to consider where future cremation plots should be sited.

It was RESOLVED that;
A new section for cremation plots be created on the lower section down the steps. This to be plotted out at the site visit in July.

WS/18/009 Footway Lighting Update
1 New energy supply charges
Members were asked to note that the new monthly charges for the footway lighting were £395.00 as opposed to the £1,800 per month for the old lighting.

It was noted that there were still a few outstanding items and that Cllr Herschel and Cllr Dodds would undertaken a further check on the lights.

It was also noted that the Clerk should write once more to the CEO at SSE to complain about the length of response time that the project has had to endure.

WS/18/010 Local Area Forum
Members were asked to note the draft action notes from the last Local Area Forum meeting held on Thursday 1 February 2018.

It was noted that there was still no action on the yellow lines. Cllr Willis advised that he had been in continual contact with Cllr Appleyard with no success.

It was noted that Clerk be asked to write to Cllr Appleyard to ask what was happening with a timescale for the project.

WS/18/011 Street Scene Issues
1 Street Name Signs
Road name signs
Members were asked to note that the signs in poor condition previously highlighted to Wycombe District Council had been replaced as follows;

Flackwell Heath
– Georges Drive leading to Tower Close 2 sign
– Ring Road outside No 2 1 sign
– Hammersley Lane off London Road 2 signs
– Highfield Road junction with Carrington Avenue 1 sign

Members were also asked to note that there is one outstanding query relating to position on the sign at Green Crescent off Philip Drive

WS/18/012 Community Payback Update
Members were asked to note the work undertaken by the Community Payback teams since the last committee meeting in February.

WS/18/013 Committee Site Visit
Members were asked to consider the following area for addition to the site visit and to bring any other suggestions to the meeting.

• Cock Lane Cemetery

No further suggestions for the site visit were made at the meeting, however members were asked to send suggestions to the Clerk.

WS/18/014 Questions from committee members and the public
There were no questions.

WS/18/015 Accounts for payment
Accounts for payment were circulated at the meeting for consideration by councillors.

It was RESOLVED that;
the accounts for payment be approved and cheques numbered 9523 to 9535 be signed and BACS payment to Payflow, direct debits to EE, Npower, Barclays and Unicom be approved for payment.

The chairman thanked members for their attendance and closed the meeting at 8.30pm
